Third Country Training Programs (TCTP)

"ODA Charter" approved by the Japanese Government in August 2003, stated "Japan is to promote South-South Cooperation (SSC) actively in collaboration with those developing countries, not only in Asia but also in other regions of the world that show more advanced path in their development. Apart from strengthening and consolidating its assistance within the framework of regional cooperation, Japan is also to continue providing support for wider cooperation efforts and initiatives involving various countries". According to the Japan's Country Assistance Program for Egypt was formulated in 2000 and revised in August 2006, Promoting Tripartite Cooperation (South-South Cooperation) was set out as one of the priorities.

Third Country Training Program (TCTP) is one of scheme of SSC. This scheme is one whereby with the assistance of JICA, developing countries accept trainees from other developing countries for the purpose of technology transfer or dissemination. JICA started from 1975 and conducted 177 courses in 36 countries and accepted 3,832 trainees in 2010.

JICA Egypt has been implementing Third Country Training Program (TCTP) since March 1985 with 2 courses and has been steadily increasing so that by the end of JFY2008 the number of ex-participants has reached 2000. In 2011 JICA implemented 10 TCTPs for Africa in the fields of Agriculture and Health/ Medical care where 225 participants from 28 countries in Sub-Sahara African were invited.

JICA also implements courses for the Middle East which address immediate needs for post-conflict reconstruction to improve basic life. In 2011 JICA implemented 6 courses for the Middle East where 153 from 9 countries were invited.
