1. Background
In May 2015, the Japanese government hosted the 7th Pacific Islands Leaders Meeting (PALM7), where the Leaders of Japan and Pacific Islands Counties agreed to enhance cooperation with a central focus on the following areas: (1) disaster risk reduction; (2) climate change; (3) the environment; (4) people-to-people exchanges; (5) sustainable development (including human resource development); (6) oceans, maritime issues, and fisheries; and (7) trade, investment, and tourism.
With regard to sustainable development, Japanese Prime Minister Abe announced the launch of a new program entitled the Pacific Leaders' Educational Assistance for Development of State (Pacific-LEADS) in recognition of the importance of fostering upcoming generations, who will play a key role in creating the future of these countries.
2. Objective
Pacific-LEADS aims to foster young leaders who play a vital role towards the resolution of development challenges in Pacific Islands Countries, as well as to further strengthen the relationships between their countries and Japan.
3. Target Participants
Main target participants are government officials/civil servants of the target countries. In some cases, persons from the private sectors and educators are also considered.
4. Eligible Applicants
- 1 . Citizens of any 14 Pacific Islands Countries
- 2 . Between 22 and 39 years old (as of April 1st, 2016)
- 3 . A bachelor's degree
- 4 . Obtain permission for application and securing reinstatement from their current organizations.
- 5 . Have adequate English proficiency, both in written and oral communication (IELTS score of over 5.5 is preferred)
- 6 . Clearly understand the objectives of the Pacific-LEADS, and to have a strong will to contribute to resolving development issues in their organizations while strengthening ties with Japan after returning to their countries
- 7 . Not currently applying or planning to apply to scholarship programs offered by other organizations
- 8 . Have good health condition, both physically and mentally, to complete the program
- 9 . Attend the activities on the weekends in unavoidable circumstances (ex. official exam)
5. Number of Participants/ Durations
Participants will be selected and dispatched to Japan in 3 batches and the number of participants for each batch is planned as follows.
- 1st batch (arrival in Japan in 2016): 34 participants from 14 countries
- 2nd batch (arrival in Japan in 2017): 33 participants from 14 countries
- 3rd batch (arrival in Japan in 2017): 33 participants from 14 countries
It is expected that the duration of stay in Japan will be a maximum of 2.5 years. (6 months as a research student, 2 years as a student for master course)
