As a socialist state, Laos has enacted the “new thinking policy in Laos” since 1986 and under this policy, the New Economic Mechanism was adopted aimed at promoting an economic open-door policy and market economy oriented reforms. As an agrarian based society, the country faces a shortage of university educated human resources capable of leading the market economy. In conjunction with its formal entry into the AFTA in 2008, the country is striving to foster human resources in accordance with ASEAN market standards.

Laos Japan Center was open in September 2001 at Vientiane.
