1. What are the ODA Scholarship Programs assisted by JICA?
| Long-term Training Program |

Target countries: ODA recipient countries |

Degree obtained: Masters degree, in principle (Ph D is also possible) |

Methods of recruitment and selection: |
| (i) |
Fiscal year plan: JICA draws up a fiscal year plan for acceptance of participants. The target countries are notified. |
| (ii) |
On-site selection: Diplomatic establishments abroad and JICA offices select from among persons recommended by the governments of their counties. Evaluations are made as to the importance of the project, degree of promise shown by candidates, and their linguistic capabilities. |
| (iii) |
Domestic selection: JICA checks the qualification prerequisites, etc. of candidates from abroad. |
| (iv) |
University selection: Selections are made in accordance with each universitys designated procedures. |
| (v) |

| JDS (Japanese Grant Aid for Human Resource Development Scholarship) |

Target countries: Among countries that receive grant aid, particularly those that are moving toward market-oriented economies (in FY 2003: Laos, Uzbekistan, Cambodia, Vietnam, Mongolia, Myanmar, Bangladesh, Indonesia, Philippines, China) |

Methods of recruitment and selection:

| (i) |
Open recruitment: We recruit widely via newspapers, television, radio, etc., after selecting the fields to be covered in training , as well as target persons, in consultation with the target countries. |
| (ii) |
Document screening: Documents are screened by the university where training is planned to be held. |
| (iii) |
Language screening: Language tests (in English etc.) are impartially given to candidates who pass the document screening. |
| (iv) |
Interview screening: The university where training is planned to be held dispatches teachers to the relevant country, and specialized interviews are given to those who have passed the language screening. Comprehensive interviews are also held with relevant parties in the governments of the target countries, as well as with the relevant parties at Japanese embassies and JICA offices. |
| (v) |
Candidate selection: The results of all screening procedures are reviewed by a committee consisting of the relevant parties from Japan and the target country, and candidates for study in Japan are selected. |
| (vi) |
Applications: JICA draws up university placement proposals for the participants. Institutions acting on behalf of the governments of the participants countries apply to the universities with which placement is desired. Candidates who pass all of the screening procedures are selected. |

| Scholarship for Ethnic Japanese (Nikkei) Students |

Target countries: 12countries within Latin America and Caribbean (Argentina, Uruguay, Venezuela, Cuba, Colombia, Chile, the Dominican Republic, Paraguay, Brazil, Peru, Bolivia, and Mexico).
Note: Japanese descendents are targeted.

Methods of recruitment and selection |
| (i) |
Recruitment: JICAs overseas offices conduct recruitment with the cooperation of organizations of Japanese descendents in the relevant countries. Those who have been accepted by Japanese universities, or university professors, submit applications to the JICA office. |
| (ii) |
Primary selection: Diplomatic establishments abroad and JICA offices screen candidate documents and hold interviews. |
| (iii) |
Final selection: JICA Head Office establishes a Selections Committee, which conducts final selection on which students will be awarded scholarships. |

Scholarship: Designated lodging fees will be provided. |
