In the Philippines, Persons With Disabilities (PWDs) face not just physical barriers but also social acceptance. Furthermore, it has been a growing problem lack of access to basic services. The National Council on Disability Affairs (NCDA) and JICA launched a 4-year collaboration project, “Non-Handicapping Environment (NHE) project”, since 2008.
