Implementation System

The project implementation/management organization is composed of (1) a Joint Coordinating Committee, (2) EMB and DENR, (3) a Central Project Management Office and (4) JICA and JICA Technical Assistance Team (TAT).

Project Members

EMB plays a key role in attaining the Project Purpose in cooperation with JICA Philippines Office, JICA TAT and JICA technical advisor.

EMB-DENR

DENR is the official Executing Agency of the Government of the Philippines which has entrusted the implementation of the Project to the Environmental Management Bureau (EMB) as the lead agency to carry out DENR's mandates under the CWA.

In line with this, DENR Special Order No. 851, Series of 2005 was issued on 24 October 2005 for the "Creation of the Project Management Structure on JICA-DENR Capacity Development Project on Water Quality Management".

This Steering Committee is assumed to perform as follows:

  • Provide policy operating directions and oversight for the Project;
  • Review the overall progress and annual expenditure of the Project as well as the achievement of the Annual Work Plan; and
  • Review and exchange views on major issues arising from or in connection with the Project.

Joint Coordinating Committee

The Joint Coordinating Committee (JCC) was formed in order to (1) provide policy guidance for project implementation and (2) to approve annual work plans. The JCC will be chaired by the DENR Secretary with permanent members composed of the EMB Director, JICA Philippines Representative, NEDA Representative (on-call), DENR-FASPO Representative, Technical Assistance Project Manager (hereinafter JICA Project Team Leader), and the JICA Adviser.

The JCC meeting will be held at least twice a year to review the performance and output of the Project.

JICA and the Technical Assistance Team

JICA side is composed of the JICA Philippine Office, a JICA Adviser and the JICA TAT.

JICA Philippine Office, representing the Government of Japan, will monitor the overall implementation of the project and is a member of the JCC.

The JICA TAT consists of three long-term experts during Phase 2 of project implementation.

A JICA Senior Adviser, Mr. Senro IMAI monitors/advises the project implementation throughout the project duration every quarter of the year.
