Project Activities

Overall Goal

The number of frontline customs officers who are enough capable for dealing with customs procedures in line with international standard increases.

Project Purpose

Supporting system to improve capacity of frontline customs officers is strengthened in order to provide stakeholders with better customs administration services.

Outputs

  • 1. The training system for frontline customs officers is strengthened.
  • 2. The system for collecting and sharing information which is necessary for proper customs administration is enhanced.
  • 3. The system for providing and sharing information which is useful for stakeholders is enhanced.

Activities

1.1To review current training system considering previous efforts made by GDC and to make an action plan of implementing necessary training for frontline customs officers.
1.2To support CTC to provide frontline customs officers with more effective trainings of Vietnam customs by making recommendation on improving training management.
1.3To review and revise textbooks and teaching materials utilizing the outputs of previous technical cooperation and efforts done by GDC.
1.4To implement necessary trainings for frontline customs officers in the fields according to the action plan made in the activity 1.1.
2.1To collect and analyze cases of customs clearance in terms of customs valuation and HS classification in the major local customs.
2.2To compile case study based on analysis done in the activity 2.1, which can be utilized by each local customs offices.
2.3To implement workshops and trainings in order to disseminate cases compiled in the activity 2.2.
2.4To establish necessary system among relevant departments of GDC for continuous collection and sharing of cases.
3.1To develop textbook based on the lessons learned from Japanese experiences on customs administration services such as help desk and advance ruling system.
3.2To implement trainings using textbook developed in the activity 3.1 for better customs administration services.
3.3To strengthen partnership between several major local customs offices and stakeholders who receive customs administration services by holding regular meetings and workshops.
3.4To consider necessary measures in order to solve issues raised through activities above such as partnership activities with stakeholders and case analysis.

  • Project counterparts
    • Establishing Project Management Unit
    • Project Director, Project manager, Project Coordinator, relevant counterparts who are mainly involved in the activities of the project

    • Office space and facilities for the project, like office space for Japanese experts.
    • Conference rooms for workshops and trainings
  • Administrative and Operational Cost
    • All expenses (excluding international communication fee) necessary to maintain the office room for Japanese experts at GDC
    • Cost for activities of counterparts including salaries and travel allowance other expenses related to the project

Japanese side

  • Dispatch of experts
    • Dispatch of long-term experts: Customs administration, Coordinator/ customer service
    • Dispatch of short-term experts: approximately 7 experts/year for 3 years, in the field including, training management, customs valuation, HS classification and image analysis of X-ray inspection
  • Trainings
    • Trainings in Japan or third country as needed: 1 time/year
  • Equipments
    • Equipment for project activities may be provided as needed
  • Local cost
    • Necessary cost for activities of the project
