The number of frontline customs officers who are enough capable for dealing with customs procedures in line with international standard increases.
Supporting system to improve capacity of frontline customs officers is strengthened in order to provide stakeholders with better customs administration services.
1.1 | To review current training system considering previous efforts made by GDC and to make an action plan of implementing necessary training for frontline customs officers. |
1.2 | To support CTC to provide frontline customs officers with more effective trainings of Vietnam customs by making recommendation on improving training management. |
1.3 | To review and revise textbooks and teaching materials utilizing the outputs of previous technical cooperation and efforts done by GDC. |
1.4 | To implement necessary trainings for frontline customs officers in the fields according to the action plan made in the activity 1.1. |
2.1 | To collect and analyze cases of customs clearance in terms of customs valuation and HS classification in the major local customs. |
2.2 | To compile case study based on analysis done in the activity 2.1, which can be utilized by each local customs offices. |
2.3 | To implement workshops and trainings in order to disseminate cases compiled in the activity 2.2. |
2.4 | To establish necessary system among relevant departments of GDC for continuous collection and sharing of cases. |
3.1 | To develop textbook based on the lessons learned from Japanese experiences on customs administration services such as help desk and advance ruling system. |
3.2 | To implement trainings using textbook developed in the activity 3.1 for better customs administration services. |
3.3 | To strengthen partnership between several major local customs offices and stakeholders who receive customs administration services by holding regular meetings and workshops. |
3.4 | To consider necessary measures in order to solve issues raised through activities above such as partnership activities with stakeholders and case analysis. |
