Two Japanese volunteers returned to Japan on 22 June 2010 at the end of their two-year assignments. The two are: Ms Kayoko Higaki, who used to work at Gisimba Memorial Centre, a local orphanage in Kigali and Ms Chie Shimizu, who was attached to Nyamirambo Sector in Kigali. Meanwhile, ten volunteers arrived in Rwanda on 23 June 2010 to start their respective two-year assignments. The places where they were appointed to work are in nine districts in three provinces and Kigali City. There are now a record thirty six volunteers in Rwanda.

The JICA preparatory study team organized a half-day workshop in collaboration with the Ministry of Commerce and Industry, Rwanda Development Board (RDB), Private Sector Federation (PSF) and Rwanda Cooperative Agency (RCA). The workshop was aimed at designing a project framework for the project on Capacity Development for One Village One Product (OVOP) Program.

Rwanda Agricultural Development Authority (RADA) Engineer, Jean Claude Ndagano tested and introduced rice threshers he invented to Base Valley Rice Scheme in Ruhango District, Sothern Province. Mr. Ndagano fabricated the rice threshers after attending eight-month training on “Development of Farm Machinery for Small Scale Farmers” in Japan under JICA’s Technical Training Program. Other rice growing cooperatives to which similar rice threshers were donated include Nyagatare, Rwamagana, Kirehe and Bugesera in the Eastern Province and Gisagara, Huye and Rusizi in the Southern province.

The Government of Rwanda attended the 3rd Annual General Meeting of the Coalition for African Rice Development (CARD) held in Arusha, Tanzania from 18th to 21st May 2010. During the meeting Rwanda was approved to join CARD for doubling its rice production by 2018.

The Ministry of Education organized a four-day workshop on lesson study support of JICA’s Strengthening Mathematics and Science in Secondary Education (SMASSE). The workshop was aimed at further improving the way mathematics and science are taught in secondary schools.

An Internet live class was held at Gisimba Memorial Center to make it possible for children at the centre to communicate with Japanese High School and university students in Kitakyushu. The idea of a live class was mooted by Ms Kayoko Higaki, a JOCV working at the Gisimba Memorial Centre. The live class was aimed at providing exposure to the children at the centre and creating a forum for cultural exchange between Rwandan and Japanese students.

The 8th Joint Coordination Committee (JCC) of PURA-SANI Project (The Technical Cooperation Project for Improvement of Water and Sanitation in the Eastern Province) took place at AVEGA Conference Room, Rwamagana, Eastern Province on Thursday 13th May. It was co-organized by Ministry of Infrastructure (MININFRA), Eastern Province and four districts namely Rwamagana, Kayonza, Kirehe, and Ngoma and JICA. In its 4th and final year of the PURA-SANI Project, the final evaluation was carried out in order to evaluate achievements and to make recommendations to further improve rural water supply in the Eastern Province.

JICA’s former technical training participants presented their new skills and knowledge from their education training in Japan, Kenya, Malaysia and Zambia to their fellows and counterparts during the reporting session organized by the Ministry of Education (MINEDUC). Chaired by the Executive Secretary of the Teachers Service Commission (TSC), the session led to key recommendations for enhancing Rwanda’s education and teaching environment. A Technical Committee was formed to follow up on the recommendations leading to specific actions to be implemented.

The JICA Rwanda Office organized its first media briefing session to launch its new website as an “Online Knowledge Platform”. Comprehensively structured to cover all levels of global, regional, national and ground activities and policy, the Platform serves various stakeholders, widely mobilizing JICA’s development skills, knowledge and tools to contribute to development in Rwanda and other parts of the world.

The Rwanda Demobilization and Reintegration Committee (RDRC) and JICA shared with various stakeholders experiences and lessons learnt on reintegration of demobilized soldiers with disabilities. Co-organized by RDRC and JICA, the seminar served as a common platform for not only institutions but also demobilized soldiers and people with disabilities to integrate their voices into policy dialogue. A new mechanism was introduced to better facilitate the reintegration process of both demobilized soldiers with disabilities and people with disabilities.

A delegation from both Southern and Northern Sudan spent five days touring Rwanda to learn how Rwanda facilitates DDR activities, particularly the reintegration process. During the study tour, delegates visited DDR operational centers, including a vocational training center (CFJ) in Nyanza where JICA provides training to demobilized soldiers with disabilities under JICA’s cooperative project “Follow up for the Project for the Reintegration of Demobilized Soldiers with Disabilities”. The delegate representatives, who were impressed by the progress achieved in Rwanda, reiterated their commitment to enhance their reintegration process, recognizing the importance of a strong commitment to the process and their strong partnership with stakeholders.

JICA Rwanda Office launched a communication initiative which introduced JICA Rwanda’s quarterly newsletter “JICA Rwanda Journal” and the JICA Rwanda Office new website. While the newsletter provides a closer and more personal look into ground activities, the website will play a vital role in sharing JICA’s good practice, development knowledge and tools with various stakeholders at all levels.

A former JICA Technical Training participant and agricultural engineer demonstrated a new rice thresher to local farmers and government. The new farm machinery, which was made with local materials, is expected to significantly save farmers’ time on processing rice, leading to an increase in rice productivity in Rwanda.

The Government of Japan extended its cultural grant assistance to 46.1 million JPY (approx. 0.5 million USD) to Rwanda for the Project for the Improvement of TV Programs of Rwanda Television. Under the Project, JICA will provide 458 Japanese TV programs in English to the Rwanda Bureau of Information and Broadcasting (ORINFOR).

Five Rwandese automobile engineers from the Rwanda Public Transportation Authority (ONATRACOM) departed for Japan to attend a special training on automobile engineering technology at Isuzu Motor Limited, a worldwide famous Japanese automobile company. The training, as part of a follow up to JICA’s cooperative project in 2007, runs for two weeks until 27 February.

JOCV volunteers across Rwanda came together to celebrate the 2009 International Volunteer Day with their national and international volunteer fellows. With the localized slogan “I am Rwanda’s Volunteer for Rwanda’s Development”, all volunteers helped construct school classrooms, uniting their will and spirit of volunteerism for Rwanda’s socio economic growth.

Rwanda’s local Tele-Center opened a new world to local Rwandese by connecting itself to Aquarium in Japan through Internet Live Class. As part of the follow up of JICA’s Technical Training Program in the ICT field, the Internet Live Class demonstrated the effective use of valuable information to benefit the people of Rwanda in rural areas.

Under the SMASSE Rwanda Project, Ministry of Education (MINEDUC) and JICA Rwanda Office jointly organized training of trainers (ToT) for a total of 88 trainers to be prepared to train all secondary school teachers in science and mathematics in Rwanda.

Through the scheme of Grant Assistance for Underprivileged Farmers Program (2KR), Japan contributed fertilizers to Rwanda’s Ministry of Agriculture and Animal Resources. Dr. Agnes Matilda Kalibata, Minister of Agriculture and Anial Resources (MINAGRI) conveyed her appreciation to Japan’s support to boosting up agricultural productivity in Rwanda.

Pre-departure briefing session was organized for Rwandese trainees who were due to participate in their technical trainings in November in Japan. During the two hours session, trainees received cultural orientations, preparing themselves for both cultural experience and professional development.
