Signing of Japanese ODA Loan Agreement with Kenya: Support for the efforts of the Government of Kenya for attainment of Universal Health Coverage

On August 27, the Japan International Cooperation Agency (JICA) signed a loan agreement with the Government of the Republic of Kenya to provide a Japanese ODA loan of up to 8 billion yen for the Health Sector Policy Loan for the Attainment of the Universal Health Coverage (Phase 2).

Under universal health coverage (UHC), all people receive appropriate preventative, curative, rehabilitation, health promotion and other necessary health care services at affordable costs.

This loan is a policy-based program loan provided in the form of general budget support upon the achievement of high-priority policy actions which are necessary to attain UHC, such as the strengthening of health financing and service delivery in Kenya. This program will contribute to the achievement of SDGs Goals 3 and 10.

Also, in Kenya, the number of new infection cases of COVID-19 is increasing. Accordingly, through this program it is expected to support the Government of Kenya’s efforts against COVID-19 by improving access to appropriate health care services and reducing the financial burden on the government.

3. Planned Implementation Schedule
(1)Completion of project: February 2021 – with completion of the loan disbursement
(2)Issuing of letters of invitation for consulting services: No hiring of consultants is planned for this program.
(3)Tender announcement of initial procurement package for international competitive bidding on project construction: No work in conjunction with bidding is planned for this program.
