On 13th and 14th March, a number of relevant organization gathered to discuss how to implement Solid Waste Management (SWM) Master Plan (MP) in Western Province.
The MP proposes enhancement of SWM system comprehensively from long-term and economical perspectives, which will be used as the directives for all the local authorities in Western Province.
Mr. Neil Bandara Hapuhinna, the Secretary to Ministry of Public Administration, Home Affairs, Provincial Councils and Local Government chaired the Validation Workshop for SWM MP held on 13th March. He thanked JICA and the Japanese Government for the tremendous support extended to Sri Lanka through the MP.
Mr. Tetsuya Yamada, Chief Representative of JICA Sri Lanka Office, stated that "today we're happy to discuss how to authorize and implement the MP with the participation of all stakeholders. Under the current economic crisis, we might face challenges, but I hope our attitude to collaborate with each other would beat them finally."
Dr. Sato, Chief of the JICA expert Team provided a detailed explanation on the formulation of the MP and selection of the most appropriate SWM system in the Western Province.
The MP needs to be authorized by the Western Provincial Council and the Central Government in order to gain recognition as a public document to be followed in the next 20 years. In addition, the cabinet approval will be sought by the Ministry of Public Administration, Home Affairs, Provincial Councils and Local Government for the authorization as a sectoral strategy and plan and for obtaining financial and technical supports in accordance with the MP.
The relevant Local Authorities were also invited to a workshop on the 14th March following the Validation Workshop, to discuss the preparation of the 5 years Action Plan based on the 20 years MP.
Mr. Meril Perera, Chairman, Waste Management Authority appreciated the contribution made by JICA to SWM in Western Province. He also stated that the support of the Central Government and all the relevant stakeholders should be obtained to realize the goals of this MP.
