Signing of Record of Discussions on Project for the Capacity Development for Management of Kabul City Road Improvement and Project for Development Service for Land Readjustment and Urban Redevelopment Projects for Kabul Municipality in Islamic Republic of Afghanistan

On July, 18, the Japan International Cooperation Agency (JICA) signed the Record of Discussion (R/D) of Technical Cooperation Project with Kabul Municipality (KM) for the implementation of two projects, the Project on Capacity Development for Management of Kabul City Road Improvement and the Project for Development Service for Land Readjustment and Urban Redevelopment Projects for Kabul Municipality.

Since the population of Kabul, which was approximately 2 million in 1999, has reached almost to 4 million with annual growth of 3.9 percent, and continues to increase rapidly, it is estimated to reach 6.5 million by 2025. Such rapid population growth as well as extensive development activities has been affecting urban environment and traffic situation of Kabul city very badly. It has been deemed as essential to set up appropriate regulatory framework for urban planning and urban development and to strengthen management capacity of road improvement in Kabul City.

Through Road Maintenance project, it is expected that strengthening Kabul Municipality's capacity of Road Design, Road Construction supervision to have good quality roads, and road maintenances. Meanwhile, Land Readjustment project is aimed at improving Kabul Municipality's ability to implement Land Readjustment projects by adapting Land Readjustment scheme. The both projects will be implemented for the three years, by conducting practical On the Job Training (OJT) through experience of activities on sample projects and training in Japan and the third country.

The new projects are in JICA's continuing effort and commitment on supporting Afghanistan National Development Strategy (ANDS), especially development of Great Kabul Metropolitan Area.
