In Bangladesh, the primary education completion rate was about 50% 10 years ago, and the quality of education was a big issue. But now that the primary education completion rate has risen to about 80%, the quality of education is certainly improving.
Mr. Takashi Soma, team leader of JICA supported program for Third Primary Education Development Programme (PEDP3), has been assisting Bangladesh's education sector for the last 10 years. He has various experiences as JICA Volunteer in Ghana, high school teacher in Japan, studying abroad, and as JICA Expert. He cherishes his relationships with other people and it was his volunteer colleagues and other JICA Experts who inspired him to become a JICA expert himself.
He finds positive effects of on-going project "Strengthening the capacity of teacher training in Primary Teacher Training Institutes(PTIs) to improve classroom teaching" in the change in his counterparts' attitude. "Teachers became to talk more about their students than before. For example, some teachers perform their original experimentations in science class, which indicates improvement of teacher's attitude to make classes more attractive for students."

Mr. Soma expresses his future view of the education sector in this country. "I believe Bangladeshi people's honest mind full of hospitality is very much suitable for a teacher. But at the moment their good characters are not utilized well enough due to too much centralized administration system, which hardly gives teachers a chance to realize their own ideas. If decentralization proceeds, teachers can learn from each other and harmonization between teachers and local community will grow. Burden of the central government will be minimized, too. Once this kind of system is established, schools become more interesting and enjoyable place for children. I wish to help settle this educational system in Bangladesh" Mr. Soma told us, full of enthusiasm.
