JICA has started a technical cooperation project, namely CNCRP, in 2011 with Public Works Department aimed to develop the capacity of Public Engineers on seismic evaluation, retrofitting and construction supervision. One of the remarkable outputs of CNCRP is that PWD-JICA published five technical manuals in this field.
You can check the contents of these manuals in PWD website here (http://pwd.gov.bd/download/ (external link))
By using these manual with technical support from CNCRP, DK Knit Wear, a factory located on outskirt of Dhaka, borrowed concessional loan under JICA supported Loan Project to strengthen the factory and completed the retrofitting work in January 2016. This is first-ever comprehensive retrofitting work in RMG factory, Bangladesh. Completion certification was awarded to Mr. Syed ATM Tareque, Director of DK Knitwear Ltd., by Mr. Hitoshi Ara, Senior Representative of JICA Bangladesh Office on 23rd April, 2016 in the seminar named "Seismic Retrofit and A Step towards Building Safety".
"At the beginning, we hesitated as our operations could be hampered during the construction. But, during construction, our operation was not stopped and we could do business as usual." He said. "We are satisfied that we can ensure safety of our working place by adopting retrofitting technology with support of JICA and PWD because we prioritized the safety of our more than 1,000 workers first."
Currently, CNCRP are now succeeded by new technical cooperation "Project on Promoting Building Safety for Disaster Risk Reduction (BSPP)" and other several buildings in public and private sector are under retrofitting. In addition, Yen loan "Urban Building Safety Project".
