BRDB-JICA "Link Model"-- the Most Appropriate Model for Rural Development --- Prof. Dr. Alauddin Ahmed, Advisor to Prime Minister


The Link Model under Participatory Rural Development Project (PRDP-II) is the most appropriate model for rural development of Bangladesh and government should adopt and spread the model throughout the country. This was stated by Prof. Dr. Alauddin Ahmed, Advisor to the honorable Prime Minister on Education, Social Development and Political Affairs while observing the Union Coordination Committee Meeting (UCCM) of the Link Model at Jagatpur Union, Titas Upazila, Comilla.

The honorable Advisor along with Dr. Takao Toda, Chief Representative of JICA Bangladesh Office, visited Titas Upazila, Comilla on November 10, 2010 to see the activities of PRDP-II having implemented with JICA assistance. Titas Upazila is one of the examples, where the Link Model of Rural Development has been successful to increase linkage between UP, NBDs. Villagers are proactively involved in the planning and management of the development projects.

At the UCCM, all participants (Union Parishad, Nation Building Departments, NGOs and Village Committee chairmen) discuss common interests of villages and seek services from the NBDs. Through this meeting, the Local Government Institution coordinates the needs of rural population for incorporation in the processes of development by the NBDs. The Advisor also learnt about implementation of some micro-infrastructure schemes such as para-roads, culvert being implemented by the village Committees with the approval of UCCM. The villagers not only proactively contributed more than 20% of the project cost but also paid 100% UP tax as required for approval and 10% UP contribution for the project. This enhances ownership of the villagers on the development projects.

Government of Bangladesh has decided to introduce UCCM in 200 Union Parishads and it may be introduced to all Union Parishads of the country if approved by the government. "Link Model" of the PRDP-II has been developed gradually through the experiences of the Joint Studies under the collaboration of Agricultural University, BARD, BRDB, Ministry of LGRD and Cooperatives and JICA.
