Toward "multimodal transport by one smart card" supported by JICA

On February 02, 2014, a Technical Cooperation Agreement was signed in Dhaka among Japan International Cooperation Agency (JICA), Dhaka Transport Coordination Authority (DTCA), Roads Division, Ministry of Communication, and Economic Relations Division (ERD), Ministry of Finance, to support for "Establishment of Clearing House for integrating transport ticketing system in Dhaka City Area". This Agreement gives a technical support to develop an automatic fare collection system in terms of i) strategy development, ii) Clearing House establishment, and iii) improvement of operation of smart card fare collection. The Project is expected to contribute to Dhaka City Area implementing further introduction of transport smart cards.

JICA has already disseminated 30,000 transport smart cards called "SPASS" through the pilot introduction to BRTC bus routes and BR railway routes. On the basis of the achievements and lessons of those pilot projects, DTCA is going to establish a Clearing House, a fare collection system which enables customers to use multimodal transport by one card. The Clearing House is scheduled to be exploited for not only existing transport operators but for also upcoming transport modes such as Mass Rapid Transit (MRT). Accordingly, the effective, efficient and transparent public transport system with variety of transport modes in Dhaka Metropolitan Area will be established through smart card fare system to facilitate transport in Dhaka.
