Ladies and gentlemen.
First, please accept my sincere congratulations on joining the ITPEC (Information Technology Professional Examination Council) as the 7th official member country.
JICA has been supporting the introduction of ITEE (IT Engineers Examination) in Bangladesh since 2012 by dispatching two long-term experts, Mr. Hideo Hoya and Mr. Akihiro Shoji and two long-term volunteers, Mr. Shinsuke Yoneyama and Mr. Yukio Shiomoto. They have worked together with Bangladesh Computer Council (BCC) and BD-ITEC to implement ITEE as the most authoritative assessment for IT skill. Thus I am all the more pleased to attend today's ceremony.
Prior to the full membership of ITPEC, Bangladesh successfully conducted two pilot ITEEs with remarkable results. The first trial examination in October 2013 showed very high passing ratio of 15.8%, the second position among all ITPEC member countries at the time. Notably, despite hartal, staffs of BCC duly implemented the first examination with 158 participants. The second trial examination in April last had 427 examinees which was larger than any member country.
ITEE is an effective tool not only to accredit Bangladeshi IT professionals as world-class engineers but also to stimulate human resource development necessary for advancing "Digital Bangladesh." The ITEE certified Bangladeshi IT professionals are expected to contribute not only to the growing IT industry in Bangladesh but to a greater IT human resource mobilization in the entire Asia, thereby encouraging ITPEC countries to lead the IT sector development in the world.
In fact, Asia is leading the growth of IT market in the world. According to last year's White Paper of the Ministry of Internal Affairs and Communications of Japan, whereas the annual growth rate of IT market in the whole world is forecasted to be 5.2% from 2012 to 2017, that of Asia is to be 8 to 11%.
I think it is important to sustain a healthy competition among ITPEC member countries so that this platform would continue to create a bigger and more thriving IT market in Asia. Bearing this in mind, JICA has also supported promotion of ITEE in other member countries, namely, Vietnam and the Philippines.
Finally, I wish all the parties concerned in Bangladesh to continue every effort going forward as a worthy member of ITPEC and collaborate with other member countries to induce further development of IT related industry in Asia.
