Signing Ceremony of Preparatory Work for Power Plant and Port Facilities for Matarbari Ultra Super Critical Coal-Fired Power Project

Honorable Chief Guest, Mr. Nasrul Hamid, MP, State Minister of Power, Energy and Mineral Resources,
Distinguished Guests,
Ladies and gentlemen.

Assalam alaikum, Namaskar, and Good Morning.

I feel honored to be here and have an opportunity to deliver some words on this momentous occasion.

JICA's total support to power generation in Bangladesh has amounted to 2,370MW, about 20% of total effective capacity, including both existing and under implementation plants. Our largest support is this Matarbari Ultra Super Critical Coal-Fired Power Project which is to construct two units each with 600MW power plant, as well as to materialize Bangladesh's first-ever deep sea port of 18 meter depth which will allow Panamax-class ships of 80,000 tons to directly enter for unloading imported coal.

The Matarbari Power Project is also the flagship of "the Bay of Bengal Industrial Growth Belt," or BIG-B, which was agreed on by Honorable Prime Ministers of Japan and Bangladesh in 2014 as a guiding principle for the bilateral development partnership.

BIG-B consists of three pillars: developing economic infrastructure, improving investment environment and fostering connectivity. The power and energy sector accounts for the first and second pillars. It is indeed no exaggeration to say that BIG-B and the power and energy sector share the same destiny.

Ladies and gentlemen,

To expedite the implementation of the Project, JICA and CPGCBL agreed to split the original EPC contract package into two, namely Procurement of Preparatory Work and Procurement of Main Work both for Power Plant and Port Facilities. CPGCBL will be able to expedite the total project schedule through fully availing the services of this preparatory work contract.

It is really good news that one of the world's most experienced construction firm in this kind, the Penta-Oceans Construction Company Limited, Japan, was selected for awarding the contract for preparatory work. Considering the outstanding reputation of this company, I am sure today's signing augurs well for the very beginning of this epoch-making project.

In closing, I would like to ask both CPGCBL and Penta-Oceans Construction Company Limited to accelerate mobilization of preparatory work so that the Project will keep on track along the current implementation schedule.
