H.E. Dr. Aun Pornomiroth, Minister of Economy and Finance of the Royal Government of Cambodia and Mr. ADACHI Itsu, Chief Representative of Japan International Cooperation Agency (JICA) Cambodia Office signed on two grant agreements and one loan agreement on March 31, 2016 at the Ministry of Economy and Finance. The agreements included (1) Grant Agreement for the Project for Rehabilitation of the Chroy Changwar Bridge (2) Grant Agreement for the Project for Improvement of Equipment for Demining Activities (Phase VII), and (3) Loan Agreement for National Road No.5 Improvement Project (Prek Kdam – Thlea Ma'am Section) (II).
These agreements in general reflect the supports of Japan's Official Development Assistance (ODA) and priorities need of Cambodia in the National Strategic Development Plan (NSDP) as well as the contribution of Japan's ODA in the development of both social and economic infrastructures necessary for Cambodian economic growth, poverty reduction and regional integration.
The Grant Agreement for the Project for Rehabilitation of the Chroy Changwar Bridge is the response by Japan to the urgent need of Cambodia. Chroy Changwar Bridge or Cambodia-Japan Friendship Bridge was first restored by Japan Grant Aid in 1992-1995 after civil war. This project is to improve load-bearing capacity and long life of the Chroy Changwar Bridge through rehabilitation and reconstruction works of the bridge, thereby contributing to improve traffic capacity of the bridge and National Road No. 6.
The Grant Agreement for the Project for Improvement of Equipment for Demining Activities (Phase VII) is also another response to Cambodia to improve demining and unexploded ordnance (UXO) clearance activities of the Cambodian Mine Action Center through procurement of necessary equipment, thereby contributing to promotion of social development.
National Road No.5 Improvement Project (Prek Kdam – Thlea Ma'am Section) (II) is the time-slice ODA loan aiming at the increase of the transportation capacity and to improve the logistics efficiency of the NR5 in target section which connects Phnom Penh Capital and Thai border. This loan will support the construction with expansion of approximate 118.7 kilometers long existing road, 11.8kilometers long new bypass road in Kampong Chhnang, and 4.9kilometers long new bypass in Odong with four lanes.
With recognition of the current phase of Cambodian development and Japan's comparative advantage in support and cooperation, JICA will remain as the inclusive and dynamic ODA implementing organization of Japan to respond to the needs and priorities of the national development of Cambodia and the people.
It is important to note that these agreements have been made after the Exchange of the Notes signed on March 21, 2016 between the two governments representing by the Ministry of Foreign Affairs and International Cooperation and the Embassy of Japan in Cambodia.
