On May 4, 2022, the Japan International Cooperation Agency (JICA) signed a Record of Discussions with the Ports Administration of Timor-Leste (APORTIL) witnessed by the Ministry of Transport and Communications on behalf of the Government of the Democratic Republic of Timor-Leste in Dili for the Project on Strategic Port Development Master Plan in Timor-Leste, a technical cooperation for development planning.
Since the greatest part of Timor-Leste is mountainous and road network is still under-developed, sea transport remains an important means of public transport. In addition, some of the existing ports are run down and cannot be used. Thus, creating a strategic development plan for regional ports is urgently needed. The national level master plan will formulate a port development policy and identify high priority ports to accelerate port sector development efficiently and effectively with limited financial resources. This will lead to improved connectivity of the maritime network in Timor-Leste and with neighboring countries. The project will contribute to the achievement of SDGs Goal 9.
