"Signing Ceremony for the 3rd batch of the Project for Human Resource Development Scholarship (JDS)"

For more than 20 years, Japan has been supporting nation building of Timor-Leste in various aspects such as building infrastructure, diversification of industries and expansion of social services. Moreover, so far, more than 2,000 people have been invited to participate the training courses in Japan, and among them 95 people have been studying in Japanese universities aiming at obtaining respective academic degrees.

On 27th August 2020, a signing ceremony to start another year of the scholarship, the 3rd batch of the Project for Human Resources Development Scholarship (JDS) funded by the Government of Japan was held at the Ministry of Foreign Affairs and Cooperation. The Ambassador of Japan in Timor-Leste, H.E. Mr. KINEFUCHI Masami, and the Minister for Foreign Affairs and Cooperation, H.E. Dr. Adaljiza Albertina Xavier Reis Magno, signed an Exchange of Notes (E/N) of the Project. A Grant Agreement (G/A) for JDS was also signed between H.E. Dr. Adaljiza Albertina Xavier Reis Magno, and Mr. GOTO Ko, Chief Representative of Japan International Cooperation Agency (JICA) Timor-Leste office.

The objective of the JDS Project is to support human resource development targeting young government officials from Timor-Leste, who are expected to engage in formulating and implementing social and economic development plans, and also to become leaders in the future, by studying in Japanese universities as JDS fellows. Moreover, the Project aims to strengthen the partnership between Timor-Leste and Japan.

Ambassador of Japan in Timor-Leste, H.E. Mr. KINEFUCHI said in his speech, "I believe this program will be a wonderful opportunity for young Timorese leaders not only to get expertise but also to get connected with the likewise young leaders from other Asian nations studying in Japan and build personal ties with them, which will be a tremendous asset for not only themselves but for this country in the future."

The JDS project had started in 2018 in Timor-Leste. Currently 8 fellows have been staying and studying in Japan as first batch, and another 8 fellows are expected to start studying from this September as second batch. Through this signing ceremony, another 8 fellows will be selected to pursue their study from next year. They are engaging the master courses in the area of improvement of public administration and legal system; improvement of service delivery such as Health and Education; rural and industrial development such as Tourism; improvement of transportation/urban environment development.
