Workshop: Seismic Isolation and Vibration Control

The Japanese Association of Seismic Isolation (JSSI) held the Workshop: Seismic Isolation and Vibration Control with the participation of Ecuadorian institutions related to disaster risk reduction, civil engineering and construction universities and private companies. This event was held from December 11 to 13, 2019. The seminar was held as a project subsidized by the Ministry of Land, Infrastructure, Transport and Tourism of Japan with the following purpose:

  • Deepen the understanding of the Ecuadorian Construction Standard (NEC 15).
  • Introduction of the "Manual of Regulation of Construction Systems - With a focus on earthquake resistant constructions" created by this project and an example of regulation system in a pilot municipality (Municipality of Portoviejo).
  • Present both Japanese and Ecuadorian examples of seismic isolation technology and structures.

  • Present the Japanese technology of seismic isolation and dampning.
  • Share the importance of efforts to improve seismic resistance and the problems involved for their socialization.

On the first day of the workshop, December 11, a seminar was held to present NEC15 and the "Manual for the Regulation of Construction Processes" developed by the members of the "Project for the Construction of Safe and Resilient Cities against Earthquake and Tsunami Disasters" .

On April 16, 2016, a M7.8 earthquake (announced by the United States Geological Service) occurred in the northern part of the province of Manabi, Ecuador and more than 660 people died, about 30,000 people were evacuated and many buildings, including houses and schools suffered serious damage. One of the causes of human damage and buildings due to the earthquake was that the regulation of the construction system did not work properly. Therefore, it has been established as one of the objectives of this project for "Output 3: It is established at the municipal level the structure of implementation of the regulation of construction processes, based on the Manual of Procedures for Obtaining Permits and Regulation of Construction Processes ". This workshop was held as an activity related to Output 3 and a assistance ofmore than 150 people daily and more than 500 people in total participated that belonged to Ecuadorian institutions such as related to disaster risk reduction, civil engineering and construction universities and private companies. High expectations were placed on Japanese technology, including seismic isolation technology and a high level of interest in the construction of seismic resistance was confirmed.

With regard to the "Manual for the Regulation of Construction Processes", the counterpart agencies, the Ministry of Urban Development and Housing (MIDUVI) and the Association of Ecuadorian Municipalities (AME) are planning a seminar for the use and operation of the manual. Not only for the pilot municipalities of the project but for all municipalities in Ecuador. Constant efforts are being made to improve the regulation of the construction system and make buildings earthquake resistant.
