Primary objectives and outcomes

photoMr. Mwendandu presented about collaboration between Horn of Africa and Sahel region to promote this initiative.

Ministry of Environment and National Resources of Kenya, National Food Security Council of Senegal, JICA and UNCCD, together with partner organizations, launched the "African Initiative for Combating Desertification to Strengthen Resilience to Climate Change in the Sahel and the Horn of Africa" in the side event of Sixth Tokyo International Conference for African Development (TICAD VI) on 27 August, 2016 in Nairobi, Kenya. This initiative aims to promote measures for combating desertification by the countries in the regions and supports for their efforts by development partners mainly through networking, knowledge-sharing, and improving access to finance.

JICA HQs plays a secretariat role as well as being one of the organizers of the initiative. Some activities of the initiative will be conducted under the framework of the Kenya-JICA Project, "Capacity Development Project for Sustainable Forest Management in the Republic of Kenya" (2016-2021) for the Horn of Africa and the Senegal-JICA Project, "Capacity Development Project for the Governance of Food Security and Resilience. " (to be started in 2017) for the Sahel region respectively.

This Kick-off meeting was hold to introduce the initiative to target countries officers in Sahel region and discuss activities of the initiative with the people involved.

Content of the discussions

Discussion was held in a series of sessions on seven topics:
Session 1: Opening
Session 2: Progress of the Initiative
Session 3: Opportunities for collaboration and linkage with related initiative
Session 4: Networking
Session 5: Access to Finance
Session 6: Knowledge Sharing
Session 7: Discussion of the activities to promote the initiative in the Sahel region
Field visit: Project site of "Capacity-building Project for the control of land degradation and the promotion of land recovery in degraded soil areas (CODEVAL)"

Before starting main session, Mr. Kenichi Shishido intorduced the outline of "African Initiative for Combating Desertification to Strengthen Resilience to Climate Change in the Sahel and the Horn of Africa" . Dr. Ebby Chaga shared the progress of Horn of Africa with the participants. UNCCD, FAO, Global Alliance for Resilience (AGIR), GEF, CILSS and Ecological Monitoring Center/GCF in Senegal presented their initiative and activities as kick off presentation for starting discussion of three outputs of the initiative; networking, knowledge-sharing and improving access to finance.

We also discussed the draft Term of Reference (TOR) referencing a series of discussions. The TOR will be finalized after receiving comments from all target countries by Kenya, Senegal, UNCCD and JICA within six weeks. All participating countries developed their action plan for this initiative in the meeting. The donor organizations agreed to create their action plans to contribute this initiative based on it.
