Signing of Japanese ODA Loan Agreements with India: Contributing to growth in India harmonized with the environment through cooperation in high-speed rail and other sectors

On October 29, the Japan International Cooperation Agency (JICA) signed loan agreements with the Government of India in Tokyo to provide Japanese ODA loans of up to a total of 246.942 billion yen for five projects.

A summary of the five Japanese ODA projects provided by the loan agreements is as follows:
(1) Project for the Construction of Mumbai – Ahmedabad High Speed Rail (II) (loan amount: 150 billion yen)
(2) Project for Renovation and Modernization of Umiam-Umtru Stage-III Hydroelectric Power Station (loan amount: 5.497 billion yen)
(3) Delhi Mass Rapid Transport System Project Phase 3 (III) (loan amount: 53.675 billion yen)
(4) North East Road Network Connectivity Improvement Project (Phase 3) (I) (loan amount: 25.483 billion yen)
(5) Project for Sustainable Catchment Forest Management in Tripura (loan amount: 12.287 billion yen)

Details for the projects are provided below.

(1) Project for the Construction of Mumbai – Ahmedabad High Speed Rail (II)
(a) Objective and Summary
The project will construct a new high-speed rail that utilizes the Japanese Shinkansen system along an interval of about 500 kilometers (12 stations) between Mumbai in Maharashtra State and Ahmedabad in Gujarat State. The new rail will make transportation between Mumbai, the second largest city in India, and Ahmedabad, the fifth largest commercial and industrial city, possible in about two hours, one-third of the time required with a conventional limited express train. The objectives of the project are to reduce traffic pollution, strengthen connectivity, and enhance regional economic development in the target area through the construction of a mass transit system that provides frequent service.

(2) Project for Renovation and Modernization of Umiam-Umtru Stage-III Hydroelectric Power Station
(a) Objective and Summary
The objective of the project is to contribute to industrial development and living standard improvements in Meghalaya State by renovating the Umiam-Umtru Stage-III Hydroelectric Power Station (two turbines, each producing 30 megawatts), situated by the Umtru River, thereby improving the power supply in the state.

(3) Delhi Mass Rapid Transport System Project Phase 3 (III)
(a) Objective and Summary
The project will meet the increasing demand for transportation in Delhi by constructing a mass rapid transportation system covering 116 kilometers with the objective of contributing to regional economic development, an improved urban environment and climate change mitigation by alleviating traffic congestion and reducing the traffic pollution.

The project will construct a bridge and roadway spanning 20 kilometers between Dhubri in Assam State and Phulbari in Meghalaya State, thereby promoting interregional and intraregional connectivity with the objective of contributing to the advancement of economic development in the region.

(5) Project for Sustainable Catchment Forest Management in Tripura
(a) Objective and Summary
The project will carry out sustainable forest management and soil and moisture conservation efforts in Tripura, located in Northeast India, along with supporting the creation of means for local residents to make a living through the cultivation, processing and sales of Non-Timber Forest Products. Through these measures, the project will contribute to improvements in the forest ecosystem and the livelihoods of residents.
