Signing of Record of Discussions on Technical Cooperation Project with Bolivia: Support for the promotion of food value chains for agricultural products

On January 21, the Japan International Cooperation Agency (JICA) signed a Record of Discussions with the Government of the Plurinational State of Bolivia in La Paz for the Project for Promotion of Inclusive Food Value Chain in Santa Cruz, a technical cooperation project.

The project aims to promote food value chains for agricultural products in Santa Cruz by building the capacity of the Secretary of Productive Development of Department of Santa Cruz and of the producers for market-oriented agriculture.

Although Santa Cruz Department has the highest potential for agricultural and livestock production in Bolivia, Santa Cruz has weak production, shipping and processing infrastructure, and faces problems such as an inefficient distribution system and inadequate information about market needs and sales channels. As a result, the agricultural products of Santa Cruz have low competitiveness, and foreign products circulate on the domestic market in large quantities. Conventional policies and support for the Department have focused primarily on strengthening production capacity, and there has not been genuine support for a food value chain that encompasses everything from production to processing distribution, sales and consumption.

Japan has provided continuous support to Santa Cruz Department for agricultural production capacity and distribution since the 1970s. On that basis, Boliva is seeking Japanese expertise regarding everything from the production to the consumption of high value-added products which reflect market needs. The project aims to raise the competitiveness of Santa Cruz agricultural products in domestic and international markets by promoting “inclusive” food value chains that involve both those producers who are less able to reap profits than other food value chain participants as well as those consumers who do not have ready access to information.

Specific project details (provisional) In order to build the capacity of food value chains participants* and thereby to maximize the value of agricultural products in Santa Cruz Department, the Project plans to establish a platform for food value chains, provide training locally and in Japan, and provide technical support for improving production, processing distribution and consumption.
