The first technical cooperation project implemented under the Japan-ASEAN Technical Cooperation Agreement -Making contribution to building up capacity to formulate policy to ensure cybersecurity in the ASEAN region-

From 26th January 2020 to 7th February 2020, Japan International Cooperation Agency(JICA) conducted a technical cooperation project “Capacity Building in Policy Formation for Enhancement of Measures to Ensure Cybersecurity in ASEAN Region”, as the very first technical cooperation project under Japan-ASEAN Technical Cooperation Agreement, which was signed in May 2019.

The Japan-ASEAN Technical Cooperation Agreement enables JICA to provide technical cooperation (ex. Dispatching experts and missions, Receiving trainees from ASEAN countries and ASEAN-related facilities, etc)to ASEAN as a community.

Based on Japan-ASEAN Technical Cooperation Agreement, the officials from Singapore and Brunei, ODA graduate countries, as well as ASEAN secretariat, and the ASEAN-Japan Cybersecurity Capacity Building Centre(AJCCBC)participated in the training. A total of 17 officials in charge of cybersecurity policy making, including those participants from 9 ASEAN member states, took part in the training.

In response to the growing roles of internet in our lives, the importance of information security measures is growing. Given the increase in cyber-attacks(illegal access, website interference, information leakage, and etc) against government institutions and private companies, the response to cyber-attacks has become an international challenge.

The participants from ASEAN countries and ASEAN secretariat learned Japan and the Japanese government’s approach to information security management through lectures and site visits. They also deepened understanding on the standardization trend in the cyber security field, and exchanged views on respective countries’ efforts through active discussion. The participants of the training course are expected to contribute to strengthening cyber security measures in the respective countries after returning their countries.

JICA will continue to strengthen coordination with ASEAN community, and work together with ASEAN to develop their human resources and enhance their capacity to meet various demands. Together with ASEAN, JICA will aim to resolve international challenges as a partner of ASEAN.
