Signing of Japanese ODA Loan Agreements with India: Supporting well-balanced economic growth through establishment of urban infrastructure and rural development with community participation

On March 27, the Japan International Cooperation Agency (JICA) signed loan agreements with the Government of India in Delhi to provide Japanese ODA loans of up to a total of 374.44 billion yen for the following nine projects.

(1) Dedicated Freight Corridor Project (Phase1)(IV)(loan amount: 130 billion yen)
(2) Mumbai Metro Line 3 Project (III)(loan amount: 39.928 billion yen)
(3) Ahmedabad Metro Project (II)(loan amount: 13.967 billion yen)
(4) Mumbai Trans-Harbour Link Project (II)(loan amount: 66.909 billion yen)
(5) North East Road Network Connectivity Improvement Project (Phase 4)(loan amount: 14.926 billion yen)
(6) Madhya Pradesh Rural Water Supply Project(loan amount: 55.474 billion yen)
(7) Project for Pollution Abatement of Nag River in Nagpur(loan amount: 29.082 billion yen)
(8) Project for Ecosystem Restoration in Gujarat(loan amount: 13.757 billion yen
(9) Project for Community-Based Forest Management and Livelihoods Improvement in Meghalaya(loan amount: 10.397 billion yen)

Details for the projects are provided below.

(1) Dedicated Freight Corridor Project (Phase1)(IV)
(a) Objective and Summary
The objective of the project is to cope with the increase of freight transport demand in India by constructing priority section (States of Gujarat, Rajasthan, and Haryana) of new dedicated freight railway system, thereby promoting comprehensive regional economic development along the freight corridor, through improvement and modernization of inter-modal logistic system handling considerable freight traffic and poised for massive growth. The project will contribute to the achievement of SDGs Goal 9.

(2) Mumbai Metro Line 3 Project (III)
(a) Objective and Summary
The objective of the project is to cope with the increase of traffic demand in Mumbai by expanding the mass rapid transportation system, thereby promoting regional economic development and improving urban environment, through mitigation of traffic jams and decrease of pollution caused by increasing motor vehicles. The project will contribute to the achievement of SDGs Goals 9 and 11.

(3) Ahmedabad Metro Project (II)
(a) Objective and Summary
The objective of the project is to develop the regional economy and improve the urban environment with reduced traffic congestion and traffic pollution as well as mitigating climate change by constructing a mass rapid transit system with a total length of 39 km in the Ahmedabad Metropolitan Area, which is located in the State of Gujarat. The project will contribute to the achievement of SDGs Goals 11 and 13.

(4) Mumbai Trans-Harbour Link Project (II)
(a) Objective and Summary
The objective of the project is to improve connectivity in the Mumbai Metropolitan Region by constructing a Mumbai Trans-Harbour Link connecting Mumbai with Navi Mumbai, thereby contributing to mitigation of traffic congestion and promoting regional economic development. The project will contribute to the achievement of SDGs Goal 9.

(5) North East Road Network Connectivity Improvement Project (Phase 4)
(a) Objective and Summary
The objective of the project is to improve the connectivity in North Eastern Region of India through establishing and improving National Highway 208 (Kailashahar - Teliamura), thereby promoting regional economic development. The project will contribute to the achievement of SDGs Goal 9.

(6) Madhya Pradesh Rural Water Supply Project
(a) Objective and Summary
The objective of the project is to provide sustainable and safe water supply in three Northwest districts of Madhya Pradesh State by constructing water treatment plants and related facilities including Functional Households Tap connection to rural households, thereby contributing to the improvement of health condition and living environment of residents in the area. The project will contribute to the achievement of SDGs Goals 3 and 6.

(7) Project for Pollution Abatement of Nag River in Nagpur
(a) Objective and Summary
The objective of the project is to improve the water quality and abate the pollution of Nag River and Pili River in Nagpur, Maharashtra, by developing sewerage system and sanitary facilities in their basins, thereby contributing to the improvement of urban environment. The project will contribute to the achievement of SDGs Goal 6.

(8) Project for Ecosystem Restoration in Gujarat
(a) Objective and Summary
The objective of the project is to restore and enhance ecosystem services by development of mangroves and coastal shelterbelts, restoration of grasslands, wetlands and forests, management of human wildlife conflicts, and institutional strengthening, thereby contributing to solving socio-economic issues in Gujarat state. The project will contribute to the achievement of SDGs Goals 1, 13, 14 and 15.

(a) Objective and Summary
The objective of the project is to restore and conserve natural resources within the villages by sustainable forest management, livelihood improvement, and institutional strengthening. This will contribute to conservation of the environment, biodiversity, and improvement of the socio-economic conditions of people in the State of Meghalaya. The project will contribute to the achievement of SDGs Goals 1 and 15.
