A Signing Ceremony for the project for the construction of the TICAD Human Resource Development Center was held on 30 March, 2018 with H.E. Admassu Nebebe, State Minister for Finance and Economic Cooperation; Mr. Akira Uchida, Charge d'affaires. ad interim, Embassy of Japan in Ethiopia; and Mr. Ken Yamada, Chief Representative of JICA Ethiopia in attendance.

The USD 27.5 Million project, the construction of the TICAD Human Resource Development Center, consisting of a training center (G+4 and basement) and related facilities, was granted by the Government of Japan with a view to enhancing Ethiopia's productivity through the methods of Kaizen (which is keep changing for the better).

It is expected that the TICAD Center will reinforce the ability of the Ethiopian Kaizen Institution which is the existing organization run by Ethiopian Government, to disseminate the management methods to the entire country at all levels, eventually to function as a Center of Excellence at the continental level once it is fully operational.

During the ceremony, Mr. Uchida commended and expressed his appreciation to the Government of Ethiopia and its designated authorities who made tremendous efforts in disseminating Ethiopia's own Kaizen activities as well as for the realization of the project.

In 1993, Japan launched the Tokyo International Conference on African Development (TICAD) and human resource development including Kaizen has been one of its key pillars for African development since then. The project was committed to by Japanese Prime Minister, Mr. Shinzo Abe, during his visit to Ethiopia in 2014. For the dissemination of Kaizen activities, a technical cooperation project entitled ‘the project for Capacity Development for Kaizen Implementation for Quality and Productivity Improvement and Competitiveness Enhancement' has been implemented by JICA Ethiopia and the EKI, since 2011.
