JAPAN INTERNATIONAL COOPERATION AGENCY

The Japan International Cooperation Agency (JICA) is an Incorporated Administrative Agency of Japan which implements Japan's Official Development Assistance (ODA) to developing countries. JICA has been cooperating with Ghana for more than 50 years and its programs and projects for the health, education, agriculture, private, infrastructure and governance sectors.

JICA Ghana Office is now seeking qualified and experienced staff of the following two posts;

(1) Program Officer of the Volunteer Section, One (1) Person
(2) Administrative Office of General Affairs Section, One (1) Person
* Candidate can apply for either one of the two posts.
The candidate who apply for the both posts will be disqualified.

Program Officer of the Volunteer Section

2-1. Job Description

(1) Survey Work on Request of Volunteers

  1. To find and confirm potential needs and possibility of sending volunteer
  2. To collect and share with JICA's staff the information of the activities of organizations in Ghana expected to dispatch volunteers.

(2) Support of Volunteers Activity

  1. To take support work of necessary arrangement for new arriving volunteers, especially preparing accommodation, home stay program and to nominate local language teacher
  2. To confirm current situation of volunteers activity and find out appropriate solution.
  3. To explain regulation and policy of JICA volunteer to recipient agencies and the other related organizations.
  4. To support for making a good relationship between volunteers and local authorities (including Chiefs and community leaders) as well as local community.

(3) Security

  1. To coordinate with Ghana Police Services mainly at Regional and District level to introduce volunteers working in the area
  2. To coordinate with the Police at Regional/District level when several volunteers are gathering at one place, for example, for implementation of workshop.
  3. To assist Volunteers and Program Formulation Advisers especially Volunteer Coordinators to take a necessary measures for security.

(4) Office Work

  1. To support management and Project Formulation Advisors (Volunteer Coordinators) through electrical documentation by secured PC in order to carry out the smooth implementation of volunteers' program
  2. To prepare necessary draft documents and letters to related organizations including recipient agencies of volunteers.
  3. To handle incoming and outgoing mail and post for volunteers.
  4. To make necessary arrangements for site visits and business trips.
  5. To collect necessary information and evidences for procurement of equipment for volunteers' activities
  6. To prepare necessary accounting documents for the payment and revenue related to Volunteer Program by utilizing the relevant system of JICA Ghana office
  7. To collect, analyse, and report the information and policies of related sectors for volunteers' program as well as the trend and circumstances of the other donors' volunteer program in order to share with office members by several resources such as web news, statistic data, governmental statements and so on.

(5) Management of the Volunteer Dormitory

To manage facilities and equipment in the dormitory and take necessary arrangement for the operation and maintenance.

(6) Others

  1. To prepare necessary draft documents and letters, as well as to make copy, print and file official documents related to JICA Ghana Office.
  2. To promote Public Relations on JICA itself and its activities to the Ghanaian public and media
  3. To undertake other tasks requested by Chief Representative, Senior Representatives, Representatives and Project Formulation Advisor of JICA Ghana Office..
  4. To consult with the Representatives if you have any challenges in conducting these tasks.

2-2. Employment Period

  • Six (6)months (A probationary period)
  • Renewable upon satisfactory performance

2-3. Required Qualifications & Experiences

  • Bachelor or higher degree of Education, Sociology, Public Administration Law and/or its related sectors

  • 5 years Working experience
  • Adequate command of English for business
  • Adequate and proper business manner and discipline
  • Excellent PC skills, especially in Microsoft Word, Excel and Power Point for producing business/official documents, letters and reports as well as presentation.

2-4. Desirable Qualifications & Experiences

Working experience within government ministries and/or organizations that have volunteer programs, human resource development and training.

3. Administrative Office of the General Affairs Section

3-1. Job Description

(1) General Affairs

  1. To liaise and coordinate with the Ministries and Government institutions, such as Ministry of Foreign Affairs and Regional Integration, Embassies of related countries, Ghana Police Service, Ghana Revenue Authority, Ghana Airports Company Limited, Driver and Vehicle Licensing Authority (DVLA) , the legal office contracted with JICA Ghana Office etc. on the matters related to general affairs (Visa, Resident Permits, Security, Customs, Airport pass, Driver's License etc.)
  2. To liaise and coordinate with the companies which have contract with or have relationship with JICA Ghana Office particularly on the matters related to general affairs
  3. To conduct works related to the management of office building including the coordination with the landlord as well as the building management company
  4. To search and identify potential companies which have enough capacity for executing various contracts with JICA Ghana Office
  5. To supply and to maintain equipment (copy machines, printers etc), stationaries and telephones related to JICA Ghana Office
  6. To arrange and prepare the office-wide meetings and events
  7. To carry out other works related to general affairs and administration that need to be conducted by the request of the staff.

(2) Tax

  1. To research and collect most updated information, particularly on Value Added Tax, Income Tax and Withholding Tax, and share them with related staff members in JICA Ghana Office.
  2. To submit and obtain the VRPO books at Ghana Revenue Authority (GRA) as well as to make inquiries to GRA when needed.

(3) Information Collection/Analysis on Safety Management

  1. To collect and analyze the information related to security from newspapers, internet, related organization/institutions etc. in coordination with the Representatives and the Security Advisor of JICA Ghana Office.
  2. To make short reports on the security related information, and to share with the relevant personnel of JICA Ghana under the instruction by the Representatives.
  3. To assist other staff members for arrangement of official vehicles and rental car, for maintenance of official vehicles including procurement of necessary items, for payment of fuel for official vehicles as well as for rental car and for coordination with drivers.
  4. To check the security condition and measures of JICA Ghana Office as well as the premises for the volunteers (General information on the points to be checked will be provided) and to coordinate with the security company to enhance the measures.
  5. To undertake the tasks related to security management in response to the requests by the Representatives, Senior Representatives and the Security Advisor of JICA Ghana Office.

(4) Others

  1. To assist other staff for the custom clearance and tax exemption for official use and private use.
  2. To assist other staff for preparation of Airport Pass, Issuing of Visa, ID card, Ghana Driving License, Official Vehicle Registrations etc.
  3. To prepare the necessary draft documents and letters as well as printing and filing official documents related to JICA Ghana Office.
  4. To promote Public Relations on JICA itself and its activities to the Ghanaian public and media
  5. To undertake other tasks requested by Chief Representative, Senior Representatives, Representatives and Project Formulation Advisor of JICA Ghana Office..
  6. To consult with the Representatives if you have any challenges in conducting these tasks.

3-2. Employment Period
