The Second Joint Coordinating Committee (JCC) Meeting of the Project for Strengthening Operational Capacity of Prevention of Mother-To-Child Transmission of HIV (PMTCT)

The Second Joint Coordinating Committee (JCC) meeting of the Project for strengthening operational capacity of Prevention of Mother-To-Child Transmission of HIV (PMTCT) was held at the National AIDS/STI Control Programme (NACP) conference hall in Accra on the 28th of January 2013.

The participants of the meeting were Dr. Frank Nyonator, representing the Ministry of Health, as chairperson, Dr. Erasmus Agongo, representative from the Ghana Health Service, Dr. Nii Akwei Addo, Programme Manager, NACP as the project director, two representatives from the Ghana AIDS Commission, Mr. Koichi Kito, Senior Representative, JICA Ghana Office, JICA Head Quarter (HQ) Mission Team headed by Mr. Shuhei Ueno and the Japanese expert team headed by Ms. Mayumi Katsube as Chief Adviser.

During the meeting, the Project Progress in 2012 and the Plan of Operations for 2013 were presented by the project team. The project team reported the achievements in 2012 and planned activities in 2013 as per the three outputs of the project:

  1. Enhancement of facilitative supervision;
  2. Enhancement of health worker's capacity in PMTCT service delivery; and
  3. Effective PMTCT service by utilizing Information and Education and Communication (IEC) materials.


The attendants highly appreciated the project's efforts to use existing meetings, instead of creating new meetings, for sharing the project progress from the viewpoint of sustainability.

In addition, the JICA HQ mission team presented the report of the Project Consultation Mission. Reviewing the progress and the achievements of the project based on their consultative study, the mission team presented on the revision of the Project Design Matrix (PDM). The main points of the revision are:

  1. Reflection of the latest situation of PMTCT in Ghana to the project; and
  2. Addition of several Objectively Verifiable Indicators (OVIs) without changing the overall logical framework.


Mr. Ueno stated his own views in challenges regarding the project implementation as follows.

  1. Coordination among all the stakeholders on PMTCT;
  2. Progress and time management vis-à-vis the national goals/ policies; and
  3. Working towards post-project sustainability and scale-up.

Finally, Dr. Nyonator, Dr. Agongo and Mr. Ueno signed on the Minutes of Meetings (M/M) for the revised PDM version 1.

Dr. Nyonator, the chairperson of the meeting, appreciated efforts made by all the participants and expressed his satisfaction with the outcome of the meeting. He also stated that the next JCC meeting would be planned to be held in early July 2013 to review the overall progress of the project and to update the plans for the year.
