The Japan International Cooperation Agency (JICA), between 27th October and 13th November, 2013, organized a mid-term review of "the Project for Formulating a Strategic Model for Quality/Productivity Improvement through Strengthening BDS (Business Development Services) for MSEs (Micro and Small Enterprises)".
In Ghana, there is a need to further enhance capacity of MSMEs (Micro, small and medium enterprises) which account for about 98.5% of the industrial sector. NBSSI (National Board for Small Scale Industry) has supported MSEs via their executing agency, BAC (Business Advisory Center). BAC is deployed nationwide and offers BDS to enterprises.
Since 2012, NBSSI and JICA have been jointly implementing the three-year project. This pilot project is aimed at strengthening the capacity of BAC staffs in the Ashanti region with the introductionof "Strategic Model" which comprises Japanese business development strategies: KAIZEN and 5S (Sorting (Seiri), Setting in order (Seiton), Shining and Sweeping (Seiso), Standardizing (Seiketsu), and Sustaining the practice (Shitsuke)). KAIZEN is a popular Japanese technique and philosophy for quality and productivity improvement in business.
Under the project, BAC implemented ‘Strategic Model 'to target enterprises. In addition to the 5S, the enterprises under the pilot project were aided to visualize their mission, vision and organization chart and some of them introduced to having uniforms for their employees. Their operations have experienced considerable improvement regarding workplace safety, quality and productivity and general increase in production.

Results of the mid-term review revealed that the project is enjoying steady progress. It is expected that NBSSI with Japanese experts will prepare a detailed and realistic implementation structure of the "Strategic Model" and JICA's exit strategy before the project termination. The results of the review contribute to the review of the plan and the project management matrix. Creating common understanding on the "Strategic Model" is the key for national expansion. The project continues to re-emphasize the further propagation of the ‘Strategic Model' till the end of the project.
As part of activities aimed at spreading the component of KAIZEN within the project, a KAIZEN BDS Forum will be held on 13th February 2014.
