New Delhi, Mar 31, 2016: Japan International Cooperation Agency (JICA) today signed an agreement with the Government of India to provide 15,457 million Japanese Yen (approx. Rs 920 crore) Official Development Assistance (ODA) loan for the development of Madhya Pradesh transmission system. The assistance will help reduce overloading of transmission system for enhanced reliability of power supply and deliver additional energy generated in the state of Madhya Pradesh by strengthening transmission system throughout the State, thereby improving the electricity demand and supply situation in the state.

Generation capacity addition from FY2014-15 to FY2021-22 in Madhya Pradesh is expected to be 6,973MW (from 15,190MW to 22,163MW). This increased generation capacity will meet the power requirement in the future, especially for the demand in the rural areas, the housing and commercial sector in the urban areas

The agreement was signed by Takema SAKAMOTO, Chief Representative, JICA India Office with Mr. S Selvakumar, Joint Secretary, DEA, Ministry of Finance, Government of India in New Delhi.

Speaking on the occasion, Mr. Takema SAKAMOTO, Chief Representative, JICA India Office, said "Energy demand is projected to be growing around 7% per year in Madhya Pradesh, especially for the demand in the rural area and the housing and commercial sector in the urban area. Demand in rural area would increase due to "24 x 7 Power for All" initiative taken by the Government of India in which around 51 lacs electrified households are targeted to be electrified by March 2019. In urban areas, growth in urban and commercial sector may grow due to new connections. Therefore, there is a need for transmission networks to be strengthened to evacuate and handle the additional capacities of generation. These loans will help achieve the same."

The project which is expected to be completed in May 2020, will increase the transformer capacity by 2,268 MVA, will supply transmission line length of 400 kV level by 10.0 circuit km, 220 kV level by 410.0 circuit km, and 132 kV level by 698.0 circuit km.

The executing agency for the project will be Madhya Pradesh Power Transmission Company Limited (MPPTCL) which owns 30,686km (circuit length) of transmission lines and 294 substations as of June 2015. MPPTCL will be responsible for Planning & Design, Procurement, EHT-Construction (Extra High Tension Construction), and Maintenance and Inspection (M&I). For implementation of the Project, MPPTCL will implement advanced technology available in the field of substations, such as outdoor-type GIS substations, and transmission line system, such as low-loss conductors in addition to conventional technologies.

JICA has previously provided 18,475 million Japanese Yen (approx. Rs. 1,038 crore) in ODA loan for all-round development in Madhya Pradesh. The initiatives facilitated by the assistance include Bijaipur Fertilizer Plant Project, Malanjkhand Copper Expansion Project, Lake Bhopal Conservation and Management Project, Rajghat Canal Irrigation Project, Rural Electrification Project and Madhya Pradesh Transmission System Modernisation Project.
