JICA extends ODA loan of 25,537 million Japanese Yen (approx. INR 1,548 crore) for Urban Healthcare Project in Tamil Nadu

New Delhi, May 30, 2016: The Japan International Cooperation Agency (JICA) signed an agreement with the Government of India to provide 25,537 million Japanese Yen (approx. INR 1,548 crore) Japanese Official Development Assistance (ODA) loan to improve the quality of urban healthcare services in Tamil Nadu. The ODA loan's conditions are very concessional, i.e. 0.3% of interest rate and 40 years of repayment period (including 10 years of grace period). The assistance will strengthen the capacity of key hospitals with upgradation of facilities and equipment, and human resources with the focus on Non Communicable Diseases (NCD), thereby improving the health status in Tamil Nadu.

The project is planned to be implemented in 17 cities in Tamil Nadu with five major components at the core of the venture - Upgrading tertiary hospitals, Strengthening referral hospitals, Strengthening Secondary Care Hospitals, Strengthening Hospital Management and Strengthening Primary Health Care in managing NCD. The components and the cities have been decided based on the population size, needs, and priority for the health facility development.

The 17 cities where the Project will be implemented include Chennai, Coimbatore, Madurai, Trichy, Salem, Tirunelveli, Erode, Vellore, Tiruppur, Thoothukudi, Nagercoil, Thanjavur, Cuddalore, Dindigul, Pudukottai, Krishnagiri and Periyakulam.

"JICA promotes development of socio-economic and human resources infrastructure which directly supports improving life-expectancy and enhancing people's quality of life. Through this Project, JICA will contribute to providing easier access to advanced healthcare services in urban areas and promote healthy lifestyle in the state of Tamil Nadu" said, Takema Sakamoto, Chief Representative, JICA India Office.

In order to provide advanced treatment for cardiovascular diseases, cancer, etc. medical facilities and equipment of international standard will be introduced under this project. Advanced Operation Theatre Centre which would include Hybrid Operation Theatre with advanced medical imaging equipment such as digital subtraction angiography system with CT scanner will also be provided. Furthermore, capacity development and advanced equipment for training will be provided in order to improve the skills of health personnel.

JICA has extended 337,796 million Japanese Yen (approx. INR 19,870 crore) through ODA loans since 1981 for comprehensive development efforts of Tamil Nadu state. The initiatives facilitated through the ODA loans include the Chennai Metro, Tamil Nadu Investment Promotion Program to expedite domestic and foreign investments, power transmission system enhancement across the states, provision for safe water supply and sewerage facilities across the states, water supply enhancement and fluorosis mitigation in Dharmapuri and Krishnagiri districts, enhancement of Chennai port operations, and biodiversity conservation and greening across the states, among others.

JICA has extended 17,000 million Japanese Yen (approx. INR 1,000 crore) through ODA Grant Aid since 1995 to enhance public health care facilities in India. The latest Grant Aid Project is also in Tamil Nadu health sector. A new outpatients' ward is under construction and equipment for diagnostics and treatment will be installed to Children ‘s Hospital in Institute of Child Health, Egmore, Chennai. The construction is expected to be complete by the end of 2016. The other initiatives facilitated by the ODA Grant Aid include eradication of poliomyelitis (through UNICEF), prevention and control of diarrheal disease in West Bengal, among others.
