Final (4th) JCC for "Project for Development of Regional Disaster Risk Resilience Plan in Central Sulawesi"

On October 6, the Final (4th) Joint Coordinating Committee for the technical cooperation project, "Project for Development of Regional Disaster Risk Resilience Plan in Central Sulawesi", was held by video conferencing, and a total of about 100 people from central ministries and local governments including the Ministry of National Development Planning of the Republic of Indonesia (Bappenas) participated. At the meeting, the results of activities and lessons learned from the project were shared among the participants, and a final report was submitted from Mr. Tsuda, JICA Indonesia Office, representing JICA, to Dr. Sumedi, Director of Spatial Planning and Disaster Management, BAPPENAS.

It's been three years since Central Sulawesi earthquake occurred on 28 September 2018 and approximately 4,500 casualties appeared due to earthquake, Tsunami, and liquefaction landslide JICA has been providing various assistance activities including the project to realize the "Build Back Better" concept to avoid a similar disaster in the future. The project paid special attention to ensure that the reconstruction plan is well understood by the local residents, and acceptable for them. In order to realize that, researchers from Indonesia and Japan had a co-research on Tsunami and liquefaction landslide about its mechanism, and reflected its achievement on the reconstruction plan. The project also provided opportunity to visit the site affected by "Great East Japan Earthquake" occurred in 2011 to the stakeholders from both central and regional government of Indonesia. At the same time, through the seminar held in Indonesia in collaboration with the officer from Higashi-Matsushima City and Kamaishi City in Japan, importance of communication and discussion with local residents when developing a reconstruction plan, is delivered to the Government of Indonesia. Currently, reconstruction assistance is visibly progressing in the affected areas, including the restoration of bridges with enhanced earthquake resistance on major roads (by JICA), the construction of housing in the relocation area for the affected residents (by World Bank and others), maintenance of the access roads to the relocation area (by JICA) and establishment of SMEs and vocational training centers to support the independence of disaster affected residents.

The "Build Back Better" concept and a resilient society are expected to be realized throughout Indonesia by sharing the achievement and experience of the Project and networks developed through the process widely with other relevant organizations in Indonesia. Infrastructure development will be promoted through the spatial plan approval procedure, land compensation procedures, and the affected residents' lives will be improved.

JICA will continue to support the reconstruction toward the realization of "Build Back Better" and resilient society.
