Signing of Minutes of Meeting (M/M) for JICA Partnership Project in Indonesia Revitalization of Palu through community-led Disaster Risk Reduction (DRR) activities

On April 19, 2022, Japan International Cooperation Agency (JICA) and the Government of Indonesia signed a Minutes of Meeting for a JICA Partnership Project (JPP) titled "FORMULATION OF A RESILIENT RECONSTRUCTED COMMUNITY AT GROUP RELOCATED AREA IN PALU CITY". This JPP will be implemented by Japan Overseas Cooperation Association (JOCA) together with Palu City with a supervision from BAPPENAS and JICA.

In response to the earthquake occurred in Palu City, the capital of Central Sulawesi, Indonesia on September 28, 2018, JICA assisted the Government of Indonesia in developing basic reconstruction master plan. Based on the master plan, JICA implemented several activities such as hazard risk assessment, draft of spatial plan, development of infrastructure construction plan, and livelihood restoration/community recovery programs. Current program is targeted for the group of people who relocated their homes as a result of the relocation project by the Government of Indonesia, and it will utilize the output from previous activity by JICA related to livelihood restoration/community recovery.

This program will support strengthening of community formation among residents with diverse backgrounds and the raising of residents' awareness of community-led Disaster Risk Reduction (DRR) activities. This program is aimed to contribute to the "Assistance for correction of inequality and establishment of a safe society" of the Government of Japan's Country Assistance Policy, as well as to the Goal 11 (Sustainable Cities and Communities) of the SDGs (Sustainable Development Goals).

Expected Outputs
  1. A mechanism of mutual assistance is created and strengthened among diverse community members;
  2. Regional disaster risk reduction capabilities are improved through the formation and development of voluntary disaster risk reduction groups within the abovementioned community;
  3. The capabilities of Palu City officials and community leaders in building disaster-resistant communities are improved; and
  4. A manual for Palu City officials and community leaders summarizing the above efforts are developed.
