PII/IABEE has been admitted to a Signatory of the Washington Accord

The Washington Accord, at its annual meeting held on 1 July 2022, admitted Institution of Engineers Indonesia (PII)/ Indonesian Accreditation Board for Engineering Education (IABEE) to a signatory of the Accord. The Washington Accord is an international agreement among bodies responsible for accreditation or recognition of tertiary-level engineering qualifications.

IABEE established within PII (Institution of Engineers Indonesia) has been a provisional signatory since 2019 and in the annual meeting on July 1, 2022, 21 current signatories of the Washington Accord unanimously voted in favor of PII/IABEE moving toward a signatory status.

JICA Technical Cooperation project for IABEE started in 2014 with a final goal to let IABEE be a signatory of the Washington Accord. The Indonesian counterpart currently is the Ministry of Education, Culture, Research and Technology (MOECRT) and the counterpart Directorate is Directorate General of Higher Education, Research and Technology (DGHERT).

JICA entrusts to Japan Accreditation Board for Engineering Education (JABEE), who is one of the signatories of the Washington Accord, to assist Indonesia in (i) establishing IABEE, (ii) setting up accreditation criteria with Outcomes-Based Education (OBE) at international level and (iii) conducting evaluations of study programs for accreditation.

IABEE started accrediting programs in 2016 and 69 engineering programs of public and private universities have been accredited and published in the IABEE Website at: https://evaluation.iabee.or.id/#/accreditation/summary/search (external link) up to present.

IABEE accreditation, which is voluntary, is recognized as rank "Excellent", by the MOECRT. Programs accredited by IABEE are exempted from mandatory re-accreditation to be conducted by Lembaga Akreditasi Mandiri - Pendidikan Teknik (LAM-TEKNIK/ Independent Accreditation Body-Engineering Education) which previously conducted by Badan Akreditasi Nasional - Perguruan Tinggi (BAN-PT/ National Accreditation Agency- Higher Education Institution.

PII/IABEE was admitted to a provisional signatory in 2019 and expected to be a signatory in 2021. To be a signatory, a provisional signatory shall be physically reviewed by a Washington Accord Verification Review Team that composed of representatives from 3 existing signatories. The Team shall review IABEE accreditation system and observe the on-site visits of IABEE evaluation to 4 study programs.

IABEE expected the Washington Accord Verification Review Team would visit Indonesia in 2020 but due to COVID-19, all Accord reviews including the review to Indonesia, were postponed. The Washington Accord decided in 2021 to suspend its rule that the Verification Review should be conducted in a form of physical visit and decided for the first time in the history of the Washington Accord to conduct 2-step verification reviews in combination of virtual and physical.

The Washington Accord Verification Review Team conducted a virtual review to PII/IABEE in a period from 14 October 2021 to 10 February 2022. The Review Team's report concluded that IABEE Competence Standard is substantially equivalent to that of the Washington Accord. All 21 signatories carefully examined the report and unanimously agreed that PII/IABEE, be made a full signatory and be accepted by the other signatories as leading to outcomes substantially equivalent to those recognized by the Accord.

The same Verification Review Team will visit Indonesia in October/November 2022. The Review Team's report based on the physical visit, will be examined once again at the Washington Accord Annual meeting to be held in June 2023.

If the signatories unanimously "reaffirm" the decision of 2022, PII/IABEE will be granted the full privileges of the signatory i.e., the right of vote and the date at which recognition by the other signatories of the substantial equivalence of the engineering academic programs concerned shall be one year prior to the original date of admission to signatory status.


The purpose of the accreditation is the improvement of education and the enhancement of OBE. JICA Technical Cooperation project designed for the improvement of Indonesian engineering education at international level covering the whole country. PII/IABEE admission to a signatory status in the Washington Accord is a milestone for engineering education in Indonesia.
