Signing of Minutes of Understanding on Cooperation for Jakarta Mass Rapid Transit (MRT) East-West Line Project with Indonesia: Contributing to the development of MRT East-West Line Project

Jakarta, 24 October 2022, Japan International Cooperation Agency (JICA) signed a Minutes of Understanding with Directorate General of Railways, Ministry of Transportation in Jakarta for two projects on MRT East-West Line Project. The document was signed by Takehiro Yasui, Chief Representative of JICA Indonesia office and Zulmafendi, Acting Director General of Railways, Ministry of Transportation.

In Jakarta metropolitan area, the rapid increase in number of vehicles accompanying economic development has caused serious traffic congestion, which leads to increase of air pollution from exhaust gases. Currently, Indonesian government expanding its public transportation system as one of the countermeasures to ease traffic congestion and to reduce traffic pollution in Jakarta. JICA contributes to the expansion of Jakarta Public Transportation System by providing Official Development Assistance (ODA) loan. And then in March 2019, Jakarta MRT North-South Line Phase 1 (Lebak Bulus - Bundaran HI route) was open for public while MRT North-South Line Phase 2A (Bundaran HI - Kota route) is currently under construction.

MRT East-West Line is an approximately 89-km project that will extend not only from Jakarta Special Province but also to Banten Province and West Java Provinces, making it essential to establish a sustainable project management system, a clear demarcation of responsibilities between central government and local governments, and unified system standards.

Under the current MoU, in addition to the ongoing engineering services, JICA will provide two technical supports: (1) Technical Support for the implementation structure, under "Institutional and Financial Study for Jakarta Mass Rapid Transit for East-West Line Project" (named "CMS"); (2) Technical support for the system, under "System Engineering Services of Interoperability Standard for East-West Line Project" (shortened "SESIS") by utilizing Japanese expertise.

  4. Preparing the framework regulations related to the institutional concept and financial scheme Assisting DGR on Consensus Building.

  1. Review and verify The Technical Specification for interoperability or operability standard by which each sub-system is covered in order to comply with the essential requirement and to ensure the interoperability of the railway system.
  2. Provide necessary requirement for Safety Management System.
  3. Provide necessary requirement for Technical Harmonization.
