The Third-Country Training Program (TCTP) scheme of JICA was initiated based on the joint press release between Ministers of Foreign Affairs of Iran and Japan on 2009 regarding cooperation for Afghanistan reconstruction. In this regard JICA has developed its strategy on knowledge sharing and capacity development for sustainable growth and strengthening the relationship between the neighboring countries in the region.
In this regard, JICA conducted four TCTP in 2018 Japanese Fiscal Year, in the fields of Agriculture, Waste Management and Customs. In total 60 Afghan Government Officials had been invited to the training courses in Iran.
The TCTP on "Custom Administration-Phase III" has been held from 12th to 24th January, 2019 in Tehran with the cooperation with Islamic Republic of Iran Customs Administration (IRICA). 16 customs official from Afghanistan took part in this course.

And also under the agreement with Agricultural research Education and Extension Organization of Ministry of Agriculture, two training courses on "Agricultural Irrigation Technology" has been conducted.
At first from 17th to 31st January, 2019 a technical course on "GIS/RS" in agricultural irrigation has been conducted in Karaj by the cooperation with Soil Conservation and Watershed Management Research Institute for 15 staffs of Afghanistan Government.

At the same time from 19th to 31st January, 2019 another course regarding the agricultural irrigation named "On Farm Water Management" has been held in Karaj by the cooperation with Agricultural Engineering and Research Institute for 14 participants.

Lastly, a new TCTP cooperation in the field of "Waste Management" has been happened in Mahshad City with Waste Management Organization of Mashhad Municipality and with supports of Municipality and Rural Management Organization of Interior Ministry. The course duration was from 01st to 22nd February, 2019 with the participation of 15 Officials from Kabul Municipality.

JICA Iran office believes these projects among Iran, Afghanistan and Japan will be a foundation for further cooperation and strengthen the partnership among the tree countries in the future. We also hope that this cooperation accelerate the reconstruction and further development of Afghanistan.
