Hazards Handy Manual was completed by a Senior Volunteer and exhibited at the Third UN World Conference on Disaster Risk Reduction 2015

The Senior Volunteer assigned to the Office of Disaster Preparedness and Emergency Management (ODPEM), Mr. Haruo Kubo led the completion of a Hazards Handy Manual covering Hurricane, Slope Failures, Flooding, Earthquake and Fire in February 2015.

This Manual was reviewed and amended many times to enhance the contents by related stakeholders such as, the Ministry of Local Government and Community Development, Caribbean Disaster Emergency Management Agency (CDEMA), Water Resources Authority (WRA), National Works Agency (NWA), Mines and Geology Division (MGD), Earthquake Unit and the Disaster Risk Reduction Centre at the University of the West Indies.

The ODPEM has launched a FUND by selling these Hazard Handy Manuals with the catch phrase "For the cost of one meal we can save many lives". A part of the proceeds will be used to assist vulnerable persons islandwide.

The Launch ceremony of the "Hazards Handy Manual" was held at the ODPEM on 25 February with the participation of the Honorable Noel Arscott, Minister of Local Government and Community Development, His Excellency Yasuo Takase, Ambassador of Japan to Jamaica and other distinguished guests. The ODPEM launched the Manual in keeping with its mission of improving the culture of Disaster Risk Reduction throughout the population.

While the Hazards Handy Manual is intended for the general public, it is also expected to assist all stakeholders involved in Disaster Risk Management. Through easily understood explanations and illustrations, the mechanism of hazards, evacuation tips and other information are made clear to reduce loss of life and property, among the population.

The Manual will be used locally, and will be shared with CDEMA to guide replication in other Caribbean countries as a model manual.

The Manual will be available for sale at workshops, conferences, public education & awareness campaigns etc.

The Third UN World Conference on Disaster Risk Reduction 2015 was held on March 14 to 18 in Sendai, Japan. The Honorable Noel Arscott, Minister of Local Government and Community Development and the Deputy Director General of the ODPEM and other staff and Mr.Kubo participated. The conference composition consisted of main meeting, forum and exhibition. The ODPEM successfully exhibited three items at the conference namely: Hazards Handy Manual, Tire-soil Retaining Wall and Damage Assessment Information System. Also, the Manual was donated to the libraries of universities, high schools, etc.
