JICA研修員の答辞（平成24年度集団研修「地方自治体における都市廃棄物処理(B)」）

JICA関西は、開発途上国から研修員を受入れ、関西2府4県に所在する様々な団体・企業・大学などの協力を得て、年間約270件の研修コースを実施しています。研修員は、日本で技術を学ぶことはもちろんのこと、風土や文化などから様々なことを感じています。研修最終日に実施する閉講式で聞く彼らの声から、普段私たちが気づかない日本の新しい一面や、日本人の素晴らしさを改めて認識することができます。それらを皆さまに知ってもらうため、閉講式で述べられた答辞を紹介します。

Our coming, learning and having a wonderful programme in Nihon could not be possible without the concerted effort of the mentioned organizations. If one asked us where we came from after visiting other Prefectures, we forgot our countries of origin. We were quick to say, “We come from Osaka”. “We are Osakarieans”. It takes more than a Man to host foreigners, whose backgrounds and character you know very little about, and even make them forget their homelands.

We were not isolated and confined to JICA Kansai, but, Osaka was presented before us, to explore, mix with the residents, and learn their culture and Solid Waste Management (Sekime Higashi Elementary School Experience). The Japanese courtesy is amazing, Husband “Mazvimbakupa san”,” Wife Mazvimbakupa san”. Your regards to humanity outweighs those who claim so on the international arena. NATO (No Action Talking Only). Japanese (ABT) Action Before Talk. You speak the hurting truth but in love, you tell the truth when you are not sure and your generosity has no strings attached (I give to gain).

In Zimbabwe we have a saying, “The Wise Men comes from the East”. The way you crafted the Course content, objectives, resource persons selection and practical activities. Truly you come from the East. To design a Syllabus relevant to 3 continents and 10 different states is not an easy task. No wonder you are Global Environmental Centre. We pledge to do what we learnt here in Step by Step (Hiraga), practicing patients (Sensei Shimura) and never giving up as Sensei Matsufuji urged.

JICA
Man is not measured by his stature and size (me). But you taught us that, Man is evaluated by his ability to manipulate nature for the good of humanity, regardless of colour, creed, race or tribe. JICA saw us hungry and decided not to give us fish, but, instead they taught us how to catch fish for sustainability. We are dangerously armed to tackle SWM. We can be detained for carrying Weapons of Mass Destruction for SWM challenges.

Your hospitality and charity was far above our expectations. Tokyo we visited on the Shikansen, it was pleasure on a ‘Rail Flight’, Mt Fuji viewing complimented the ride. Okinawa was the place to be to meet the highly passionate Pro Matsufuji and attend an International Symposium on SWM (1st time). It was on our way back when we were brought back to our senses on how brutal misplaced intelligence can be to humanity, if love does not abide. Hiroshima was a rude awakening. We share your grief to this day. No matter how pathetic we appear on International arena and politics, we shall shout for the abolishment of Nuclear Bombs. The Great Japan East Earthquake is still fresh in us, we hope and pray for you to overcome these challenges once again as we have known you to.

After all has been said and done, ladies and gentlemen: The Latin Americans want me to say the following on their behalf,” Gracias”, Argentina, Cuba and Honduras.The Europeans here present will begrudge me if I don’t say, Fala and Hfala for Macedonia and Serbia.I will not reach home if Africa is left out, they will gang up against me along the way: The young nation (though of old people) says, Tinate, South Sudan.Tanzanians wants me to say, Asante sana. Malawi is saying, Mwagwira nchito! Mozambique cannot be outdone, he is saying Abrigado! Zimbabwe, Zimbabwe, Zimbabwe Tatenda Thank you! ARIGATO OMAI MASU! I WISH YOU A MERRY XMASS AND HAPPY NEW YEAR.

私たちがこうして日本での素晴らしいプログラムで学べたのは、関係諸機関のご尽力なしには成し遂げられなかったことです。研修旅行で地方を訪問した際、どこから来たかと尋ねられ、出身国名と答えず、「大阪からです。※」と即答したものです。背景も特性もほとんど知らない外国人をもてなすことは、容易ではありません。にも関わらず、母国を忘れるほどの待遇を受けました。
※この研修コースは、すべて大阪で実施しました。

私たちは、JICA関西に閉じこもっていたのではなく、色々な場所を訪ね、住民に混じり、その土地の文化や廃棄物処理方法を学びました。日本人の礼儀正しさには、驚かされます。そして、人間に対する敬意の高さは、国際舞台で人間の尊厳を主張している人々をはるかに上回っています。また、心が痛むような経験を、誠意と愛情を込めて語ってくれました。確信が持てない時も、何の見返りも期待せず、ありのままの真実を話しくれました。

公益財団法人地球環境センターの皆さん、ジンバブエには「賢者は東方より来たる。」との諺があります。講義内容、目的、講師陣、実務的な活動、この素晴らしい研修を準備してくださった皆さんは、実に東方からの賢者です。3大陸10か国からの研修員に適したプログラムを調整することは容易な仕事ではないはずです。皆さんは、組織の名のとおり地球規模で環境のために働く人々です。私たちは講師の方々から学んだ言葉「一歩一歩着実に、辛抱強く努力し、決してあきらめない。」を実践していくことを誓います。

JICA関西の皆さん、人の資質は身長や見かけでは測れないものです。皆さんが教えてくださったことは、人は肌の色・信条・人種・種族に関係なく、自然環境を人類にとってより良く変えていく能力によって評価されるということでした。JICAは空腹の私たちを見て「魚は与えない。」、けれども、「自分の力で魚を釣る方法を教える。」と決め、この機会をくださいました。今、私たちは、廃棄物処理のために、多くの知識を得ることができました。

私たちに対する歓待と寛容さは、期待をはるかに超えるものでした。東京への研修旅行は「鉄道飛行」を想起させる新幹線の楽しさを味わい、富士山の美しい姿が華を添えてくれました。沖縄では、情熱的な教授に会い、廃棄物処理の国際シンポジウムに出席しました。関西への帰途で寄った広島では衝撃を受けました。今日に至るまでの日本の皆さまの悲しみ思いを致し、改めてお悔やみを申し上げます。国際舞台や政治の場において、私たちは強く原爆の撤廃を叫んでいきます。東日本大震災の記憶もまだ新しいなかで、皆さまが再び試練を乗り越えていかれますよう祈っています。また、皆さまは必ずこの試練を乗り越えるであろうと私たちは確信しております。
