Access to finance. How to improve?

From August 14 to 16 JICA mission from Tokyo visited Bishkek with the purpose of survey of the small and medium enterprises (SME)'s situation, analysis of its main problems, in particular related to the access to finance. A seminar on history of SME's development and measures of its support by Japanese Government was conducted. Also brain storming sessions with participants form financial organizations, business, the Ministry of economy, and others were conducted. As a result so called ‘problem tree' was created. Problems and their causes had being stated in logical order. According to participants' opinions they used such method for the first time ever, and it appeared very useful for sector's analysis in the country, and might be used for solving many problems. It is worth mentioned that JICA actively applies this method – Project Cycle Management - in working out projects all over the world.

Upon coming back to Japan gained information will be used for restructuring training program for representatives from Kyrgyzstan and other countries of the region focused on improvement of access to finance for SME.
