Progress toward a Project for Strengthening Operational Capacity of UXO Lao Contributing to Poverty Alleviation saw the Japan International Cooperation Agency (JICA) sign a Record of Discussions with the Government of the Lao People's Democratic Republic in Vientiane Capital on September 3.
Located in South-East Asia, Laos is the country worldwide bearing the largest amount of contamination from war-related unexploded ordnance (UXO). UXO is an issue dating back decades that leads to an additional injury and death toll averaging some 50 victims annually in Laos. The tragic legacy of war has also prevented development of land for agriculture and infrastructure purposes, creating additional barriers to social and economic development.
As such, the Government of Laos (GoL) has cited UXO clearance and victim assistance in the development areas as priority targets in the 8th National Socio-Economic Development Plan (2016-2020). To drastically reduce the number of victims of unexploded ordnance, the GoL has also set the original Sustainable Development Goal (SDG) "Goal 18: Lives Safe from UXO".
The project will focus on enhancing the capacity of UXO Lao to formulate a transparent annual work plan giving consideration to poverty alleviation and development and monitor to ensure the implementation of the plan all over the country. It will be implemented as an expansion of a completed technical cooperation project, the Project for Strengthening Management Capacity of Lao National Unexploded Ordnance Programme (2015.9-2018.12).
