Malawi received persistent rains during the first week of March 2019. This lead to floods in most parts of the southern region of the country. Government of Malawi and basing on the report on 28th March, by the Department of Disaster Management Affairs (DoDMA) and the United Nations Office of the Resident Coordinator, in collaboration with humatarians partners, indicates that the number of people affected by the floods is about 868,990, about 86,980 displaced, over 672 injured and over 60 dead. The State President of the Republic of Malawi on 8th March declared the State of Disaster and requested for support from local and international organisations. The government of Japan through Japan International Cooperation Agency (JICA) responded by making donations of the emergency relief items. The donated items were: 250 Family Tents, 1025 Blankets, 50 Plastic Sheets and 1000 Sleeping Pads. The Malawi Red Cross Society in collaboration with the Department of Disaster Management Affairs (DoDMA) distributed the items.
The handover of the relief items was presided over by the JICA Malawi Resident Representative, Mr Koichi Kito and the Principal Secretary (PS) for Administration in the Office of President and Cabinet (OPC), Mr Kinswell Dakamau The ceremony was witnessed by the Japanese Ambassador to Malawi, Her Excellence Kae Yanagisawa and the Director of Programs and Development, Malawi Red Cross Society, Ms. Prisca Chisala. In attendance was also the Director of Disaster Risk Reduction, Mr. James Chiusiwa.

The handover and acceptance speeches were done by the JICA Resident Representative and the PS for Administration in the OPC respectively. In the handover speech, the Resident Representative emphasized the need for Malawi government to strengthen disaster risk reduction. In turn, the PS in the acceptance speech thanked the government of Japan for the timely donations of the relief items. The PS highlighted that Japan and Malawi governments have long history of bilateral relationship and through this Malawian government has benefitted a lot through various donations, trainings, technical cooperation projects as well as grant aid projects.

The distribution of the donated items were done in Zomba and Chikwawa districts. In Zomba, the District Commissioner (DC), Mr Emmanuel Bambe, represented GoM and Assistant Resident Representative, JICA Malawi Office, Ms Arimi Mitsunaga represented JICA, conducted the symbolic distribution.
