JICA and DOE agreed on Technical Cooperation on the Implementation of Scheduled E-Waste Recycling Management System in Malaysia

Following the Phase 1 of Technical Cooperation on "The Project for Model Development for E-Waste Collection, Segregation and Transportation from Household for Recycling" (Sep,2011-Mar,2013), Data Collection Survey on E-Waste Management in Malaysia and Surrounding Countries (Sep,2013-Mar,2014), Data Collection Survey on E-Waste Management in Malaysia (Oct,2014-Mar,2015), as well as the Phase 2 of Technical Cooperation on "The Project for Development of Mechanism for Household E-Waste Management in Malaysia" (Aug,2015- Feb,2018), JICA continues to assist the Department of Environment (DOE) of Ministry of Energy, Science, Technology, Environment and Climate Change (MESTECC) through the Phase 3 of Technical Cooperation on "The Project for Institutionalization of The Household E-Waste Recycling Fund Management Mechanism in Malaysia", which was approved in Japanese fiscal year 2019.

A ‘Detailed Planning Survey Team' was dispatched by JICA from September 9 to 27, 2019 to exchange views and had a series of discussion with DOE and MESTECC to work out the framework and content of the said Phase 3 Project. As a result of the discussion, both JICA and DOE have agreed and signed the Minutes of Meetings (MoM) of the Detailed Planning Survey on the above mentioned Project on September 27, 2019.

The gazettement of ‘Scheduled E-Waste Regulation' under Phase 3 Project is one of the Minister's Performance Indicator. Based on the Draft Regulation, 5 Guidelines as well as roadmaps developed under the technical cooperation projects by JICA so far, it is expected that an environmentally sound and sustainable management will be carried out for the 6 scheduled E-waste items (television, refrigerator, washing machine, air conditioner, personal computer and mobile phone) under the fair and transparent financial mechanism, which is regarded as the ultimate goal of the technical cooperation by JICA since 2011.
