On 6 April 2018, ECD and JICA Project for Capacity Development in EIA system co-organized the Completion Seminar of the project by inviting around 40 participants from line agencies of Myanmar government which are related to EIA issues in project development. The project has dispatched Dr. Kanji Usui to ECD for long term basis in order to assist EIA review, and has conducted following activities; Legal development assistance which related with EIA procedures (Development of EIA application format and EIA consultant certificate), Development of support system for EIA review (E-Manual and Tracking system inside of ECD), Trainings in ECD and other various seminars.
At the completion seminar, Dr. Usui as well as Dr. Htin Aung Kyaw, Assistant Director of Natural Resources and EIA Division of ECD shared the achievement of the project. Besides, Dr. Usui debriefed about the operation of E-manual for participants. E-manual is currently designed for internal use of ECD, but during the seminar, test version of the manual has been shared so that project implementing agencies which are related to EIA may understand the situation of EIA. According to the test-run in Natural Resource and EIA Division of ECD, the project found that E-manual may help the review process shorten from 2-3 days to 1 hour.
Just before the completion seminar, on 29 March 2018, the project conducted EIA seminar in Mandalay also. The seminar was participated more than 60 peoples including ECD officers from Naypyitaw headquarter, Mandalay division, as well as local manufactures around Mandalay area. In Mandalay, Mandalay Regional Government requests Environment Management Plan (EMP) formulation and implementation – one of a series of EIA related assessment - by 9 January 2019 for a certain scale of project implementing company which might produce waste water by designating some types of businesses.
With the completion seminar, JICA and ECD conclude 3 years project activities. However, as being seen in Mandalay example, the needs for EIA related matters are increasing. JICA will continue assisting Myanmar for EIA related matters as Phase II by dispatching expert team and implementing following actions:
Furthermore, JICA Myanmar office is to follow the use of E-manual inside of ECD as well.
Besides, during Japan-Myanmar Environment Policy Dialogue, which started in January 2018, EIA has been discussed as one of the priority area in both governments. JICA is to synergize the effectiveness of the EIA related assistance by linking with the activities of Ministry of Environment of Japan.
