On 5th June, the Inaugural Ceremony on "Myanmar Automated Cargo Clearance System (MACCS)" was jointly organized by Myanmar Customs Department (MCD) under Ministry of Planning and Finance (MoPF) and Japan International Cooperation Agency (JICA) in Myawaddy, Kayin State.
The ceremony was inaugurated by the Ribbon Cutting Session of the high ranking officials of the attendees. It was followed by the opening speech of U Than Myint, Minister for Planning and Finance, Kayin State, Mr. Ichiro MARUYAMA, Ambassador, Embassy of Japan and U Kyaw Htin, Director General of MCD, respectively.
Trade volume is getting higher and higher after political stabilization process of 2011. Role of MCD has been crucial in trade facilitation towards the integration of economy with the ASEAN region. With this background, the Project for National Single Window and Customs Modernization by Introducing Automated Cargo Clearance System (MACCS) has being implemented by JICA in collaboration with MCD since February 2014. In order to enhance the activities of project continuously, the project period was extended up to February 2019.
Currently, MACCS/ MCIS System covered the areas of Yangon Ports (8 locations, including Thilawa) and Yangon Airports (2 locations). For the introduction of MACCS/MCIS in other border areas, Myawaddy area was selected as pilot site. The adoption of the MACCS system in Myawaddy will promote trade facilitation in border area with securing appropriate collection of duty and tax. Both Privates Companies and Government could grasp the benefit effectively through MACCS.
With the assistance of JICA, under the said technical cooperation, not only establishing of infrastructural for MACCS/MCIS but also enhancing the capacities on the core operation of Customs administration are being implemented.
