Background
After enforcement of the devolution plan, construction and maintenance of the rural roads are under the responsibility of district governments. Roads financed by foreign or international donors are under the responsibility of provincial Works and Services Department. Besides that, other importance rural roads link which are not properly maintained due to resource constraint remain in charge of the Works and Services Department.
Devastating flood in 2010 damaged all four provinces in Pakistan including Sindh province. Government of Japan announced 4billion Japanese yen will be used for the reconstruction of flood damaged roads in the affected districts.
Objective
To developed paved roads in rural areas of Sindh Province for improving transport conditions, thereby contributing to poverty reduction and mitigating regional disparities through improvement of access to neighboring cities and quality of life in the rural areas.

Project Summary
The concept of the Project is to improve the rural roads in Sindh by paving existing track and bumpy path which have 60km/h of design speed. The travel time can be shortened after completion of the project. The roads will be constructed / rehabilitated in the following districts of Sindh Proince:
Dadu / Hyderabad / Jacobabad / Khairpur / Larkana / Shikarpur / Sukkur / Thatta.
