Project for the Master Plan Study on Livestock and Dairy Development in Sindh Province

Background and Objective

The agriculture is a backbone of Pakistan's economy and society in that it contributes 21 % of GDP, absorbs 45% of the total labor force, and provides productive as well as living space for as many as 2/3 of the entire population. The objective of the project is to promote agricultural growth with high employment elasticity, reducing inter-regional as well as intra-regional disparities, and to alleviate poverty, thereby the people of rural Sindh could contribute much more to the prosperity of Pakistan with pride and dignity. The project is examining the possibility of achieving the objective by taking the case of the livestock sector development in Sindh. The development of the livestock sector in Sindh demands scrutiny for the following reasons:

  • a) In spite of having the second largest irrigated agrarian base in the country, and having huge potentials in terms of diversified natural resources and excellent human resources, Sindh has not played an expected role in development as a front- runner.
  • b) The development of agriculture, in particular livestock sector has a potential to grow as a driver of change, not only in terms of growth and poverty reduction, but also reducing inter-and intra-regional disparity of the province.
  • c) Compared with Punjab, Sindh has comparative advantages in the livestock sector in terms of it's diversified and the higher proportion of livestock income in the total household income, in particular the lower income strata.
  • d) The development of the livestock sector in Sindh could contribute immensely not only to the stability and sustainable growth of the province, but also to the development of Karachi, the demand-driven metropolitan city in Pakistan. Unfortunately, Sindh has not fully capitalized the advantages Karachi has in strengthening its socio-economic foundation.

Project Summary

The project aims to strengthen the comparative advantages of the livestock sector in Sindh Province. The ultimate goal is to achieve a balanced regional development and poverty reduction through the promotion of the livestock sector. Eventually, comprehensive Master Plan on the entire livestock sector will be drawn up.

To attain the project objectives, the outputs of the project will be as follows;

  • a) Situation analysis on the livestock sector in Sindh Province. The baseline survey will be conducted to identify the bottlenecks and comparative advantages for the livestock development in Sindh Province.
  • b) The Master Plan towards 2020 for the livestock development in Sindh Province. The Master Plan consists of development policies, strategies and action plans.
  • c) Capacity Development of the staff of the Livestock Department, Sindh Government. The Master Plan will be prepared by the co-operation among the Japanese experts and the staff of the Livestock Department. Trainings in Japan are also conducted.

Periodical Data Collection

The data regarding livestock management, physical conditions of the livestock, reproduction, animal health, milk production, livestock-related facilities, feeds, incomes and expenditures were continuously collected from the nine farmers for October 2010 to May 2011, which include 12 milking buffaloes, 8 calves, 11 cattle, 30 goats, 7 kids and 11 sheep. The data were collected through interviews to the owners, observations and measurements of the livestock.

Households Survey

In order to understand the situation of the livestock farming and the farmers' livestock-related economy, 1120 households in selected districts were interviewed.
