Countering Disasters!
(JICA hands over National Disaster Management Plan to Pakistan)

Islamabad, February 22, 2013: National Disaster Management Plan (NDMP), drafted with support from Japan International Cooperation Agency (JICA), has been successfully approved by National Disaster Management Commission (NDMC) chaired by Prime Minister of Pakistan, Raja Pervez Ashraf on Feb 21, 2013. The Plan which is the first of its kind has been prepared by about 20 experts from JICA in a period of three years and embraces a paradigm shift from reactive to proactive approach in effective Disaster Risk Management (DRM) in Pakistan. It also provides a roadmap for execution of relevant projects in next ten years.

NDMP identifies macro level hazards and risk assessment, development of the multi hazard early warning system to reduce the vulnerability to disasters by enhancing and strengthening the early warning capacity, identification of the roles and responsibilities of the stakeholders, including federal, provincial and district governments, community organizations, NGOs, businesses, and individuals who are involved in the disaster management. The Community Based Disaster Risk Management (CBDRM) approach, in view of its universal reorganization and importance in DRM planning, has been given due place in the Plan. Based on pilot activities tested in different hazard contexts and social settings, best practices and guidelines have been documented in the Plan to serve as models for future CBDRM activities in Pakistan. The Plan also provides strategic direction for systematic human resource development in the field of disaster management and the operational plan for the National Institute of Disaster Management (NIDM).

Pakistan is one of the most vulnerable countries to climate change effects has started planning to safeguard and secure the life, land and property of its people in particular of the poor, vulnerable and the marginalized. NDMP is the only comprehensive national plan for disaster management in Pakistan, so international organization and donors as well as the Government of Pakistan will conduct activities on the basis of NDMP in disaster management sector. JICA already has implemented some projects along with NDMP and will continue to support the Government of Pakistan to put NDMP into practice.
