JICA to revive technical education in Punjab

Islamabad; 13 July, 2015: Japan International Cooperation Agency (JICA) and Technical and Vocational Education Authority (TEVTA) of Punjab have agreed to implement a four year Technical Cooperation project titled "The Project for Strengthening DAE in Mechanical Technology at Government Colleges of Technology in Punjab Province in the Islamic Republic of Pakistan" A Record of Discussion to this effect was signed amongst Mr. Mitsuyoshi Kawasaki, Chief Representative, JICA Pakistan Office; Mr. Waseem Ajmal Choudhary, Secretary, Planning and Development Department, Government of Punjab, Mr. lrfan Qaiser Sheikh, Chairman, TEVTA, Punjab; Mr. Arif Nadeem, Principal, Government College of Technology, Railway Road (GCT,RR) Lahore; Mr. Muhammad Ali, Principal, Government College of Technology ,Faisalabad (GCT Faisalabad); and Mr. Shaid Ahmed Vakil, Deputy Secretary, Economic Affairs Division, Government of Pakistan.

The manufacturing sector in Pakistan has been growing constantly, and particularly suppliers of automotive parts and textile industries concentrate in Punjab Province. The Project intends to benefit the youth interested in pursuing qualified technical education in the field of Diploma of Associate Engineering (DAE) in Mechanical Technology. The key features of the project are;

a) DAE Mechanical curriculum will be revised and subsequently adopted by all of the 18 participating Government Colleges for Technology (GCTs);

b) To train teachers in the GCTs in revised curriculum. A comprehensive teacher's training delivery system will be put in place at GCT Faisalabad and upgraded at GCT Railway Road (RR) to also act as Centre of Excellence (COE) in Mechanical Technology;

c) Teachers of all 18 participating GCTs will be trained at COE GCT Faisalabad & GCT RR so that they can teach the revised curriculum with enhanced understanding and professional competence;

d) Equipment considered necessary for teaching the revised curriculum will be provided to GCT Faisalabad; and

e) Institute-industry linkages will be established to promote industry-led technical education at GCTs and job placement of their qualified graduates in the industry.

TEVTA, GCT Railway Road (RR), and JICA jointly implemented the Project for Development of Center of Excellence (CoE) for Technical Education from December 2008 to December 2013. As a result of this past project, GCT RR has successfully gained its capacity as a CoE in Diploma of Associate Engineer (DAE) Mechanical Technology as well as Architecture.

At the completion of this new project, it is anticipated that the institutional and technical capacities of GCT Faisalabad will also be enhanced to act as CoE in Mechanical Technology. Other GCTs will also be teaching industry-driven education, opening better prospects for their graduates to be employed in the manufacturing sector such as automotive industry and textile industry.
