In response to the request from the Independent State of Papua New Guinea (PNG), the Detailed Planning Survey Team (the Team), organized by the Japan International Cooperation Agency (JICA) and headed by Dr. Nobuyuki Tsuneoka, visited PNG from September 7th, 2014 to September 27th, 2014 for the purpose of working out the details of the technical cooperation project titled "Project for the Study on Lae-Nadzab Urban Development Plan".
During its stay in PNG, the Team exchanged views and had a series of discussions with the authorities concerned of PNG on the detailed plan of the Project and necessary measures to be taken by the PNG Government and JICA for the successful implementation of the Project. As a result of the discussions, both sides mutually agreed upon the Project contents, implementation structure and schedule etc with signing on the Minutes of Meeting (M/M).
The first signing of M/M was held on 25th of September at the Lord Mayor's office in Lae and signed by Dr. Tsuneoka, Team Leader, Hon. Koim Trilu Leahy, Lord Mayor, Lae Urban Local Level Government (LULLG) and Mr. Robin Calistus, Lae District Administrator.
The second signing was taken place at the Conference Room of Department of Lands and Physical Planning (DLPP), in Port Moresby on the 26th of September 2014. M/M was also signed by Mr. Romily Kila Pat, Secretary for DLPP, and Mr. Geoving Bilong, Acting Morobe Provincial Administrator. Mr. Pat in his remarks thanked JICA and stated that his Department was fully supportive of JICA's initiative. He added that Lae is the second largest city in the country after Port Moresby and is the industrial hub of the country. Therefore urban development plan for Lae-Nadzab area will be key factor for PNG's sustainable development. He urged that all relevant stakeholders involved to work together to ensure the plan is realised.
